Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 88/2003/NĐ-CP dated July 30, 2003 of the Government on organization, operation, and management of associations;

Considering the proposal of the National Union of Vietnam Writers and Artists at Report No. 639/TTr-ĐCT dated April 10, 2006.

Article 1. Approves the "Project to continue supporting creative activities for literary and artistic works, press at the central level and local Literature and Art Associations; supporting high-quality press works at local Press Associations during the period 2006-2010" with the main contents as follows:

1. Objectives:

a) Supporting creative activities in literature, fine arts, music, theater, cinema, architecture, photography, dance, folk art, ethnic minority art, and press at the central level and local Literature and Art Associations for topics reflecting:

- History, anti-enemy resistance periods, national cultural traditions.

- The renewal process of building and defending the country, positive factors, outstanding individuals in society, of the era. - Youth, children, ethnic minorities.

b) Supporting creation to produce high-quality works and projects; supporting high-quality works and projects that have not been invested in.

c) Supporting high-quality press works at the local level focusing on major topics:

- About the Party, Uncle Ho, national heroes; disseminating and promoting the resolutions of the Communist Party of Vietnam Congress, promptly and deeply reflecting important political events, major anniversaries of the nation at the local level; about revolutionary history, resistance war, especially the resistance against France and America at the local level.

- About national solidarity; industrialization and modernization of agriculture and rural areas; poverty reduction; about new people, exemplary models in labor production, fighting corruption and negative phenomena, maintaining security and politics at the local level...; about mountainous regions, remote areas, ethnic minorities, youth, and children.

2. Support mechanism:

Supporting creative literary and artistic activities, press through the State's ordering mechanism through specialized central Literature and Art Associations; supporting creative literary and artistic activities for localities through local Literature and Art Associations and the National Union of Vietnam Writers and Artists; supporting the creation of high-quality press works at the local level through local Press Associations.

3. Implementation measures:

a) Fully disseminating to members of Literature and Art Associations, press at the central and local levels the policies of encouragement and support from the Party and State for creative literary and artistic and press activities.

b) Regularly organizing creative camps, exhibitions, seminars to timely disseminate new experiences and knowledge to improve skills and professional duties for members. Particularly paying attention to helping and creating conditions in terms of material and spiritual support for young members with potential and ethnic minority members.hc) Building short-term and long-term plans to support artists in terms of infrastructure and spirit, submitting them to competent authorities; coordinating with relevant state management agencies in reviewing, inspecting, evaluating, supervising creative literary and artistic and press activities.

4. Funding implementation:

Supporting creative activities for literary and artistic works and press at the central level and local Literature and Art Associations; supporting high-quality press works at local Press Associations from 2006 to 2010 with a total estimated budget of 210,000,000,000 VND (two hundred ten billion VND), including:

a) Supporting creative activities for central specialized Literature and Art Associations and press is 98.5 billion VND.

b) Supporting creative activities for local Literature and Art Associations is 84 billion VND.

c) Supporting high-quality press works for local Press Associations is 27.5 billion VND.

1. Ministry of Culture, Sports and Tourism:

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentImplementing organization.

a) Directing the dissemination and promotion of mechanisms and policies of encouragement and support from the Party and State for creative literary and artistic and press activities.

b) Taking the lead and coordinating with the Ministry of Finance and the Central Committee's Ideology and Culture Department to guide the implementation of the approved project in accordance with current regulations.

c) Compiling reports on the situation and results of using support funds at the central and local levels; proposing appropriate commendation forms for outstanding works to the Prime Minister.

a) Taking the lead and coordinating with the National Union of Vietnam Writers and Artists and the Ministry of Culture, Sports and Tourism to allocate support funds in the annual budget for cultural and information development according to the State Budget Law. Guiding the management and use of supported funds according to current financial regulations.

2. Ministry of Finance:

b) Annually taking the lead and coordinating with the Ministry of Culture, Sports and Tourism to inspect and report to the Prime Minister on the use of support funds.

3. National Union of Vietnam Writers and Artists, Vietnam Journalists' Association:

a) Serving as the focal point for compiling and reporting on the results of implementing annual plans at the central and local levels; serving as the focal point for coordinating with state management agencies in organizing the implementation of support regulations at the central and local levels according to current regulations.

b) Organizing training courses, seminars, and creative camps for members of local Literature and Art Associations and press.

c) Annually summarizing, evaluating, and promptly identifying difficulties and obstacles to report to the Prime Minister.

Direct the implementation of annual support plans for literary and artistic creation and journalism activities in accordance with current regulations; create conditions for local Literature and Art Associations and Journalists' Associations to fulfill their assigned tasks.

Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 4. The Ministers, Heads of ministerial-level agencies, Heads of agencies concerned, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
