DECISION OF THE CHAIRMAN OF THE GOVERNMENT
The 22nd Southeast Asian Games (Seagames) in 2003 in Vietnam
PRIME MINISTER
Pursuant to the Law on Government Organization dated September 30, 1992;
Based on the opinion of the Standing Committee of the Politburo in Circular No. 204-TB/TW dated March 30, 2000 regarding the hosting of the 22nd Southeast Asian Games in 2003 in Vietnam; A (Seagames) in 2003 in Vietnam;
Considering the proposal of the Minister in charge of the Sports Management Board in Circular No. 99/UBTDTTVP dated June 28, 2000, Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).pursuant to Circular No. 99/UBTDTTVP dated June 28, 2000 on Physical Culture and Sports,

Article 1. Establishing the National Steering Committee for Preparing the 22nd Southeast Asian Games (Seagames) in 2003 in Vietnam (referred to as the National Steering Committee for Preparing the 22nd Seagames) consisting of the following members: 1. Chairman: Comrade Pham Gia Khien, Deputy Prime Minister.
2. Vice-Chairman in charge: Comrade Ha Quang Du, Minister in charge of the Sports Management Board.
The operating regulations of the Steering Committee, the number of members, and the tasks of specialized boards shall be stipulated by the Chairman. Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).The Chairman of the Steering Committee shall use the Government seal, and the Vice-Chairman of the Steering Committee shall use the seal of the Sports Management Board in their work relations.
The financial resources for the activities of the Steering Committee shall be allocated by the Ministry of Finance within the annual state budget for sports affairs assigned to the Sports Management Board. Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).Physical Culture and Sports Committee in the course of their work relations.
The Steering Committee will dissolve itself upon completion of its mission at the end of 2003. Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).The Chairman of the National Steering Committee for Preparing the 22nd Seagames, the Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and Chairmen of provincial people's committees directly under the central government are responsible for implementing this Decision./.
Article 4This Decision takes effect from the date of signature.
The Steering Board will dissolve itself upon completion of its tasks at the end of 2003.
