pConsidering the Memorandum from the Ministry of Trade (Document No. 2323/TM-KH dated June 18, 2001) and the review opinion of the Ministry of Planning and Investment (Document No. 2456/BKH-TMDV dated April 19, 2002) on the planning of the gasoline storage system until 2010,
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Approves the Planning for the Development of the national gasoline storage system including receiving terminals and transfer warehouses throughout the country until 2010, with the main contents as follows:
DECISION:
Article 1. 1. The directional demand for developing additional capacity of the aforementioned storage system in five regions nationwide.

3. The overall planning for the development of the national gasoline storage system must ensure the following main principles: high economic and social efficiency; closely combining with the requirements of ensuring national defense and security, national fuel reserves, and fuel supply for remote areas; aligning with the development plans of related industries and localities, particularly focusing on the planning of transportation hubs, the Vietnamese seaport system, key industrial zones, oil refineries, and major urban and tourist areas.
The Ministry of Trade is assigned to direct the construction and bear responsibility for approving the planning for the development of the gasoline storage system in five regions nationwide (regional planning) as stipulated in Article 1 of this Decision, serving as a basis for investment and construction of storage facilities in each phase; monitor and manage the construction of gasoline storage facilities according to the overall planning and regional planning.
Article 2. During implementation, if there is a need to adjust the overall planning due to practical requirements, the Ministry of Planning and Investment will lead in coordination with the Ministry of Trade to review and adjust based on the principles outlined in Clause 8 of Article 1 of this Decision.
Article 3. The Ministry of Trade will lead in collaboration with relevant ministries and sectors to develop and supplement regulations on the construction of various types of gasoline storage facilities (receiving terminals, transfer warehouses, national reserve warehouses, distribution warehouses), including construction standards and technical specifications, ensuring safety, synchronization for all stages of reception, transportation, supply, and not causing environmental pollution during operation and exploitation, to be uniformly implemented nationwide.
Article 4. The assessment and approval of the construction of various types of gasoline storage systems shall be carried out in accordance with current laws on basic construction works; consistent with the approved regional planning and must comply with the regulations on the construction of gasoline storage facilities issued by the Ministry of Trade.
Article 5. The capital for constructing the gasoline storage system and its infrastructure will be mobilized from domestic credit sources, ODA support loans, and other legitimate sources of enterprises.
Article 6. For gasoline storage facilities that need to be relocated according to the overall planning, the Ministry of Planning and Investment will coordinate with the Ministry of Trade and provincial People's Committees concerned to examine and handle specifically.
Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairmen of provincial and municipal People's Committees directly under the central government are responsible for guiding and implementing this Decision.
Article 7. This Decision takes effect fifteen days from the date of issuance.
Article 8. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of People's Committees of provinces and centrally governed cities shall be responsible for guiding the implementation of this Decision.
