Issuing the Regulation on the Management and Use of Non-Government Foreign Aid

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
The Prime Minister issues this Decision on principles, criteria, and allocation standards for state budget investment capital development phase 2016-2020.
DECREE:
Article 1. The accompanying this Decree is the Regulation on the Management and Use of Non-Government Foreign Aid.
Article 2. This Decree takes effect from January 1, 2010, and replaces Decision No. 64/2001/QĐ-TTg dated April 26, 2001, of the Prime Minister on the issuance of the Regulation on the Management and Use of Non-Government Foreign Aid.
Article 3. The Minister of Planning and Investment and the Minister of Finance are responsible for guiding and supervising the implementation of this Decree.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under the central government, Heads of political organizations, political-social organizations, political-social-professional organizations, and related organizations and individuals are responsible for implementing this Decree./.
