Decision No. 930/QĐ-TTg Approves the Plan to Reorganize the Scientific Organization System under the Ministry of Agriculture and Rural Development

Approving the Plan for Reorganizing the Scientific Research Organizations under

the Ministry of Agriculture and Rural Development

PRIME MINISTER

Pursuant to the Government Organization Law dated December 25, 2001;

Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

The Prime Minister considers the proposal of the Minister of Agriculture and Rural Development and the Minister of Home Affairs.

DECISION:

Article 1. Approves the "Plan for Reorganizing the Scientific Research Organizations under the Ministry of Agriculture and Rural Development" as follows:

a) Step 1 (to be implemented in 2005):

Reorganize the current Institutes and Research Centers so that the scientific research organizations directly under the Ministry of Agriculture and Rural Development will consist of 12 Institutes as follows:

1. Vietnam Academy of Agricultural Sciences;

2. Vietnam Academy of Forestry Sciences;

3. Vietnam Academy of Irrigation Sciences;

4. Institute of Policy and Strategy for Agricultural and Rural Development (based on the Institute of Agricultural Economics);

5. Institute of Animal Husbandry;

6. Institute of Veterinary Science;

7. Institute of Agricultural Machinery and Post-Harvest Technology;

8. Southern Academy of Irrigation Sciences;

9. Southern Academy of Agricultural and Forestry Sciences (merging with the Ben Cat Sugarcane Research Institute);

10. Mekong Delta Rice Research Institute;

11. Southern Fruit Tree Research Institute;

12. Academy of Agricultural and Forestry Sciences of the Central Highlands.

The Vietnam Academy of Agricultural Sciences shall be established based on the reorganization of the following units: Vietnam Academy of Agricultural Engineering, Genetic Resources Institute, Soil and Fertilizer Institute, Plant Protection Institute, Rice and Food Crops Institute, Vegetable and Fruit Research Institute, Maize Research Institute, Central Silk Research Center, Tea Research Institute, and Ba Vi Coffee Research Center (under the Vietnam Coffee Corporation).

b) Step 2 (to be implemented in 2008):

Merge the following Institutes into the Vietnam Academy of Agricultural Sciences: Southern Academy of Agricultural Engineering, Mekong Delta Rice Research Institute, Southern Fruit Tree Research Institute, and Academy of Agricultural and Forestry Sciences of the Central Highlands.

Merge the Southern Academy of Irrigation Sciences into the Vietnam Academy of Irrigation Sciences.

Consolidate the Institute of Animal Husbandry and the Institute of Veterinary Science into the Institute of Animal Husbandry and Veterinary Science.

After reorganization, the scientific research organizations directly under the Ministry of Agriculture and Rural Development will consist of 6 Institutes as follows:

1. Vietnam Academy of Agricultural Sciences;

2. Vietnam Academy of Forestry Sciences;

3. Vietnam Academy of Irrigation Sciences;

4. Institute of Policy and Strategy for Agricultural and Rural Development;

5. Institute of Animal Husbandry and Veterinary Science;

6. Institute of Agricultural Machinery and Post-Harvest Technology;

Article 2. The Minister of Agriculture and Rural Development shall specify the functions, tasks, and operational regulations of the Institutes within the system of scientific research organizations directly under the Ministry approved in this Decision.

Article 3. This Decision takes effect fifteen days after the date of signature.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial People's Committees, and Chairpersons of municipal People's Committees directly under the central government shall be responsible for implementing this Decision.
