REGARDING EXPENSES FOR CELEBRATION ACTIVITIES
OF THE 50TH ANNIVERSARY OF VETERANS' DAY
Dear: - Ministries, sectors, central agencies
- People's Committees of provinces and centrally governed cities
- Mass organizations at the Central level
The Prime Minister has issued Decision No. 56/TTg on January 28, 1997 regarding the organization of the 50th anniversary celebration of Veterans' Day (July 27, 1947 - July 27, 1997); In order for ministries, central agencies, and localities to implement the movement effectively with a spirit of thrift and avoiding ostentation and waste, the Ministry of Finance provides guidance on expenses for the 50th anniversary celebration of Veterans' Day as follows:
1- All levels, sectors, and units throughout the country must participate in the movement to celebrate the 50th anniversary of Veterans' Day with a practical spirit that involves the broad masses of people to remember the contributions of those who sacrificed for the independence and freedom of the nation. The celebration activities for the 50th anniversary of Veterans' Day organized by any level shall be funded from the budget within the scope of the State Budget for the year 1997 allocated by the Government to ministries, sectors, and localities.
2- Besides the funds from the State Budget allocated by the Government in the State Budget Plan for the year 1997, ministries, central agencies, and localities, mass organizations need to mobilize charitable donations and contributions from individuals, enterprises, and mass organizations both domestically and internationally to supplement funds for the following activities:
- Caring for and improving the living conditions of policy families, building benevolent houses, supporting mothers of heroic Vietnam, visiting families with meritorious service when they are in difficulty or illness.
- Collecting remains, constructing tombstones, memorials, monuments, and martyrs' cemeteries in communes and wards.
3- The Ministry of Labor, Invalids, and Social Affairs is the leading agency organizing the 50th anniversary celebration of Veterans' Day by the Party and the State at the central level, the funds have been arranged in the State Budget for the year 1997 allocated by the Government to the Ministry of Labor, Invalids, and Social Affairs.
4- Expenses for the 50th anniversary celebration of Veterans' Day shall be recorded under item 134 "other expenditures" according to the chapters, types, and sub-items of the State Budget classification.
Collected funds must be strictly managed, spent thriftily, without ostentation or formality.
All expenses for the 50th anniversary celebration of Veterans' Day (from the State Budget and additional mobilization) shall be accounted for and settled according to the accounting regulations stipulated in Decision No. 999/TC/QĐ/CĐKT dated November 2, 1996 of the Ministry of Finance.
