THE MINISTER OF INDUSTRY
Pursuant to Decree No. 74/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Industry;
Pursuant to Decision No. 181/2002/QĐ-TTg dated December 23, 2002 of the Prime Minister on the assignment of plan targets and state budget estimates for the year 2003;
Pursuant to Decision No. 84/2002/QĐ-BKH dated December 23, 2002 of the Minister of Planning and Investment on the assignment of national plan targets for the year 2003;
Pursuant to Decision No. 76/2003/QĐ-BCN dated May 6, 2003 of the Minister of Industry on the establishment of Vietnam Leather Shoe Company;
Delegating the Management Boards of High-Tech Zones in provinces and centrally governed cities the authority to approve plans for importing finished products to combine with export products and to approve the liquidation of machinery, equipment, transportation means, materials, and raw materials of joint ventures, wholly foreign-owned enterprises, export processing enterprises, and contractual joint ventures under the management of the delegated authority.

Article 1. Assigning the 2003 plan to Vietnam Leather Shoe Company (with attached annexes)
Article 2. The General Director of Vietnam Leather Shoe Company shall be responsible for organizing and finding ways to implement and complete the assigned plan successfully.
Article 3. This Decision takes effect from the date of signing.
The Head of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments and Bureaus under the Ministry, and the General Director of Vietnam Leather Shoe Company are responsible for implementing this Decision./.
