Regarding the organization of the General Population and Housing Census in 2009

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Statistics dated June 26, 2003;

Considering the proposal of the Minister of Planning and Investment.

DECISION:

Article 1. The General Population and Housing Census (hereinafter referred to as the General Census) will be conducted at 00:00 on April 1, 2009, to collect basic data on population and housing throughout the entire territory of the Socialist Republic of Vietnam, serving research and analysis of the population and housing development process nationwide and in each locality, meeting the information needs for evaluating the implementation of economic and social development plans from 2000 to 2009 and building economic and social development plans from 2010 to 2020, serving the monitoring of the Millennium Development Goals of the United Nations that the Government of Vietnam has committed to.

Article 2. The contents of the census include:

1. Population divided by gender, age, ethnicity, religion, urban and rural areas.

2. Migration status.

3. Educational level.

4. Disability status.

5. Labor and employment situation.

6. Marital status.

7. Birth, death rates, and population growth.

8. Housing conditions.

9. Basic living amenities of households. Contents 1, 3, and 8 will be surveyed for the entire national population; contents from 1 to 9 will be surveyed for 15% of the total national population.

Article 3. The data collection period for the General Census will be 15 days, starting from April 1, 2009; preliminary data will be published in July 2009, sample survey data will be published in the fourth quarter of 2009, and comprehensive survey data will be published in the third quarter of 2010.

Article 4. Responsibilities of Ministries and sectors

1. The Ministry of Planning and Investment will complete the plan, scheme, and content of the General Census; coordinate with the Ministry of Finance to finalize the budget estimate for the General Census, and submit it to the Central Steering Committee for the General Population and Housing Census.

2. The Ministries of National Defense, Public Security, and Foreign Affairs have the responsibility to cooperate with the Ministry of Planning and Investment to complete the plan, scheme, and budget estimate for their respective surveys; simultaneously, they will organize the survey of the number of people assigned by the Central Steering Committee for the General Population and Housing Census according to the overall requirements and plan of the General Census. In addition to these tasks, the Ministry of Public Security also has the responsibility to develop a security protection plan for the General Census.

3. The Ministry of Construction has the responsibility to participate and cooperate with the Ministry of Planning and Investment in preparing and guiding the content of the survey and the content of the summary results of the housing survey.

4. The Ministry of Health has the responsibility to cooperate with the local Steering Committees for the General Population and Housing Census in determining the population living in border areas to serve the census work.

5. The Ministry of Finance has the responsibility to guide the various levels and sectors' Steering Committees for the General Population and Housing Census in managing, using, and settling the budget.

6. The Ministry of Natural Resources and Environment will provide digitized administrative maps down to the commune and ward level to serve as the basis for dividing the survey areas nationwide.

7. The Ministry of Information and Communications, the Ministry of Education and Training, and mass media organizations at central and local levels will closely cooperate with the Central Steering Committee for the General Population and Housing Census to launch extensive publicity campaigns to support the General Census. In addition to publicity work, the Ministry of Information and Communications also has the responsibility to develop a plan to ensure smooth communication systems between all levels to support the guidance of the General Census.

Article 5. Establishment of Steering Committees for the General Population and Housing Census at various levels as follows:

1. At the Central Level:

a) The Central Steering Committee for the General Population and Housing Census has the following responsibilities:

- Reviewing and deciding on the plan, scheme, and content of the General Census;

- Completing the budget estimate for the General Census and submitting it to the Prime Minister for decision;

- Organizing a comprehensive review survey to gain experience in business operations and organizational guidance for implementing the General Census;

- Directing the implementation of the General Census in accordance with the plan, scheme, and content of the General Census;

b) The composition of the Central Steering Committee for the General Population and Housing Census includes:

- Comrade Nguyen Sinh Hung, Deputy Prime Minister - Chair;

- Comrade Nguyen Duc Hoa, Deputy Minister of Planning and Investment and Director of the General Statistics Office - Vice Chair;

- Comrade Nguyen Van Duoc, Deputy Minister of National Defense - Member;

- Comrade Dang Van Hieu, Deputy Minister of Public Security - Member;

- Comrade Nguyen Tran Nam, Deputy Minister of Construction - Member;

- Comrade Nguyen Ba Thuy, Deputy Minister of Health - Member;

- Comrade Nguyen Thanh Hoa, Deputy Minister of Labor, Invalids, and Social Affairs - Member;

- Comrade Pham Sy Danh, Deputy Minister of Finance - Member;

- Comrade Tran The Ngoc, Deputy Minister of Natural Resources and Environment - Member;

- Comrade Do Thuc, Deputy Director of the General Statistics Office - Permanent Member.

2. At the Local Level:

The Steering Committees for the General Population and Housing Census at the provincial (province, centrally-administered city) level, district (district, town, centrally-administered town) level, and commune (commune, ward, town) level have the responsibility to organize and direct the implementation of the General Census in their respective localities.

The composition of the Steering Committees for the General Population and Housing Census at the provincial and district levels includes: the Chairman (or Vice Chairman) of the People's Committee as Chair, the head of the statistical agency at the same level as the Permanent Vice Chair; heads of agencies such as Public Security, Planning, Construction, Health, Labor, Finance, Natural Resources and Environment at the same level as Members.

The Steering Committees for the General Population and Housing Census at the district level and above will establish an office to assist them, organized and implemented by the statistical agency at the same level.

The composition of the Steering Committee for the General Population and Housing Census at the commune level includes the Chairman (or Vice Chairman) of the People's Committee as Chair, the Head of Public Security and the statistics officer as Members.

Article 6. The funds for implementing the General Census will be guaranteed by the central budget. Based on the plan, scheme, and content of the General Census, the Central Steering Committee for the General Population and Housing Census will complete the budget estimate for the General Census in accordance with current laws, and submit it to the Prime Minister for decision.

Article 7. This Decision shall take effect 15 days after its publication in the Official Gazette.

Article 8. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the central government, organizations and individuals mentioned in Articles 4 and 5 shall be responsible for implementing this Decision./.
