CIRCULAR

REGARDING NATIONAL TECHNICAL REGULATIONS FOR GENERATORS FOR NATIONAL RESERVE

Pursuant to the Law on Construction number 50/2014/QH13 amended and supplemented by Law number 03/2016/QH14, Law number 35/2018/QH14, Law number 40/2019/QH14 and Law number 62/2020/QH14;

Pursuant to the Law on National Reserve No. 22/2012/QH13 dated November 20, 2012;

Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions

Pursuant to the Decree No. 94/2013/NĐ-CP dated August 21, 2013 of the Government detailing the implementation of the Law on National Reserves;

Pursuant to Decree No. 87/2017/NĐ-CP dated July 26, 2017, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the proposal of the Director General of the State Treasury Administration;

The Minister of Finance issues this Circular on National Technical Regulations for Generators for National Reserve.

Article 1.

This Circular promulgates National Technical Regulations for Generators for National Reserve.

Article 2.

This Circular takes effect from November 10, 2017 and replaces Decision No.

66/2008/QĐ-BTC dated August 4, 2008 of the Minister of Finance promulgating National Technical Regulations for Generators for National Reserve.

Article 3.

The Director of the State General Reserve Corporation, Heads of relevant agencies, organizations, and individuals involved in the activities of receiving and delivering (importing, exporting), storing, and managing Generators for National Reserve shall be responsible for implementing this Circular.

During the implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Finance for study, amendment, and supplementation.

NATIONAL TECHNICAL REGULATIONS FOR GENERATORS FOR NATIONAL RESERVE

National technical regulations on generators for national reserve

Chapter 1. GENERAL PROVISIONS

1.1. Scope of Application

These Regulations specify technical requirements, testing methods, receiving and dispatching (importing, exporting), storage, and management procedures for Generators for National Reserve.

1.2. Applicability

These Regulations apply to national reserve units, relevant agencies, organizations, and individuals involved in the activities of receiving and dispatching (importing, exporting), storing, and managing Generators for National Reserve.

1.3. Definitions

1.3.1. Generators for National Reserve are three-phase synchronous generators meeting the technical requirements set forth in Section 2 of these Regulations and other current regulations to provide power for rescue and relief operations, hereinafter referred to as generators.

1.3.2. A lot of generators consists of a series of generators produced by the same manufacturer at the same time, having the same function, brand name, model, material, and technical characteristics.

1.4. Referenced Documents

Chapter 2. TECHNICAL PROVISIONS

2.1. Technical requirements

Generators must meet the technical requirements of the specialized management authority, including the following specific requirements:

2.1.1. Engine

- Type of engine: Internal combustion engine;

- Rated power (continuous power), kW, not less than: 1.1 times the rated power of the generator;

- Continuous operation mode.

2.1.2. Generator

- Rated power (continuous power): Not less than 30 kVA;

- Continuous operation mode;

- Voltage, V: 220/380;

- Total harmonic distortion of voltage waveform: Not more than 5%;

- Frequency, Hz: 50;

- Power factor: Not less than 0.8;

- Insulation material thermal class: Not less than class H); 180 (- Winding temperature rise limit: According to the thermal class 180 (H) specified in TCVN 6627-1: 2014 (IEC 60034-1:2010).

2.1.3. Generator control unit (compatible with the engine and generator)

- Display screen showing parameters:

+ Line voltage;

+ Current;

+ Frequency;

+ Lubricating oil pressure;

+ Speed;

+ Cooling water temperature.

- Control type: Manual or automatic.

- Fault checking:

+ Automatic shutdown when faults occur;

+ Warning light without stopping the machine when overstarting occurs.

2.1.4. Sound power level limit (noise level limit): Not exceeding 115 dB as specified in TCVN 6627-9: 2011 (IEC 60034-9: 2007).

2.2. Based on the technical requirements stipulated in these Regulations and specific conditions, the Head of the National Reserve Unit shall establish technical standards for generators to be included in the National Reserve.

Generators must be inspected and certified for product quality according to the law before being received (included) in the National Reserve. National Reserve Units shall take samples for quality inspection before receiving them according to the following contents:

3. TESTING METHODS

3.1.1. Sampling

3.1. Visual inspection

Randomly select some generators from the incoming generators for visual inspection. The minimum number of generators to be inspected is 2% of the total number of generators in the batch but not less than 2 units.

3.1.2. Inspection content

As stipulated in Point 4.3.2.1 Clause 4.3 Section 4 of these Regulations.

3.2.1. Sampling (not included in the number of generators at Point 3.1.1 of these Regulations)

3.2. Operational testing

Samples are randomly taken during the receiving process for operational testing, which is 5% but not less than:

- 3 units when the number of units received at one warehouse point is between 20 and 50 units;

- 2 units when the number of units received at one warehouse point is less than 20 units.

3.2.2. Inspection content: As stipulated in Point 4.3.2.2 Clause 4.3 Section 4 of these Regulations.

3.3.1. Sampling

3.3. Testing for compliance with technical requirements

3.3.1. Sampling

For each manufacturer's batch of generators with a quantity not exceeding fifty units, at least one generator shall be randomly selected for inspection upon delivery. If the sample inspected fails to meet quality standards in one criterion, a re-inspection shall be conducted with double the sample size. If the re-inspected samples comply with technical requirements as stipulated and the initial sample is rectified or replaced to ensure quality, the batch of generators will be accepted for national reserve storage. Should the second round of inspection reveal that any sample does not meet the criteria (even if only one technical standard is not met), the receiving unit shall prepare a non-acceptance record for the batch of generators and request the supplier to replace it with another batch and conduct the inspection again according to regulations.

3.3.2. Technical criteria to be inspected

Inspect the following criteria: rated power output, output voltage, total harmonic distortion of voltage waveform, frequency, power factor, thermal rating, winding temperature rise limit, sound power level limit (noise level limit) as specified in Clause 2.1 Section 2 of this Standard.

3.3.3. Testing methods

3.3.3.1. Rated power output, output voltage, total harmonic distortion of voltage waveform, frequency, power factor, thermal rating, winding temperature rise limit shall be tested in accordance with TCVN 6627-1:2014 (IEC 60034-1:2010) Electric rotating machines - Part 1: Characteristics and performance or TCVN 9729-6:2013 (ISO 8528-6:2005) Diesel generator sets - Part 6: Test methods.

3.3.3.2. Sound power level limit (noise level limit) shall be tested in accordance with TCVN 6627-9:2011 (IEC 60034-9:2007) Electric rotating machines - Part 9: Noise limits.

3.3.4. Inspection, testing, and certification organizations: Organizations conducting tests and quality inspections of national reserve generators must register their operations in accordance with Decree No. 107/2016/NĐ-CP dated July 1, 2016 of the Government on conditions for operating conformity assessment services.

4. PROVISIONS ON RECEIVING AND STORING

4.1. Transportation

- Transport vehicles for generators must be covered to protect from rain and sun and kept clean. The transportation process must ensure that it does not affect the quality of the generators; generators should not be transported when fuel remains in the generator’s fuel tank.

- For generators equipped with towing vehicles (using tires), during transportation, hard tow bars must be used; avoid any impact during transportation and loading/unloading.

- Based on the weight and dimensions of different types of generators, appropriate handling equipment (mechanized, semi-mechanized, manual) must be chosen to ensure safety during lifting, transporting, and stacking in storage.

- The positions designated for cable hoisting hooks must follow the instructions marked on the generator or provided in the accompanying documentation.

- During the transportation of generators, all necessary valid documents must be carried to ensure cargo safety.

4.2. Requirements for materials, equipment, and tools

The entity assigned the direct management responsibility for generators shall be responsible for preparing sufficient materials, equipment, and tools to support the import, export, and storage processes of generators including:

- Shelves: Used for stacking generators.

- Materials for import and export: Batteries, gasoline or diesel fuel, lubricating oil, rags, brooms, soap, polypropylene (PP) tarps, insecticides and harmful organism treatments, transport tools, stacking tools, office supplies.- Storage materials: Batteries, gasoline or diesel fuel, lubricating oil, grease, brooms, rags, soap, wax paper,

polypropylene (PP) tarps, insecticides and harmful organism treatments, vacuum cleaners (if available).- Electrical and water-related materials: Electrical wires, light bulbs for indoor and outdoor storage lighting, electricity for storage equipment; water for import, export, storage, and fire prevention.- Tools and equipment for flood and storm protection, fire prevention and extinguishing.

- Other tools and equipment related to the import, export, and storage of generators.

The entity assigned the management responsibility for generators shall conduct inspections based on the following contents:

4.3.1. Technical document inspection

4.3. Inspection procedures upon receipt

4.3.1.1. Documents provided by the supplying entity

- Certificate of factory release for the batch of generators;

- Certificate of origin for the batch of generators (for imported goods);

- Certification report on quantity and type of the batch of generators by the competent authority for generator quality inspection (for imported goods);

- Quality inspection certificate, batch generator certification meeting standards regarding: Type, synchronization, and technical requirements issued by authorized state quality inspection agencies;

- Detailed list of accessories included with each generator by the manufacturer;

- Generator warranty card including: Information about rights, scope, and address of the authorized service provider within the country;

- Technical documentation on construction, user manuals, operation, and maintenance guides included with each generator. In addition to the manufacturer's documentation, the selling entity is responsible for providing an additional Vietnamese translation of the technical documentation for each national reserve entity importing the goods (in cases where the manufacturer's documentation is in a foreign language).

4.3.1.2. Documents prepared jointly by the national reserve entity and the supplying entity

- Record of technical document inspection;

- Record of external inspection of the batch of generators;

- Record of generator operation inspection;

- Record of sample collection for quality testing and handover to the quality inspection entity;

- Test result sheet for generator quality criteria;

- Delivery record and accompanying documents.

4.3.1.3. Inspection and receipt of documents

- The national reserve entity importing generators must verify the completeness, accuracy, and validity of the required documents, clearly identifying the type, quality, origin, and other relevant issues concerning the batch of goods being stored in the national reserve.

4.3.1.3. Checking and Handing Over Documents

- The State Reserve unit receiving the generator must check the completeness, accuracy, and validity of the specified documents and clearly determine the type, quality, origin, and other issues related to the consignment being stored in the State Reserve;

- When a batch of generators is stored at different state reserve units: The original file is handed over to the unit with the largest quantity received, while other state reserve units will have certified copies. In case the batch of generators is stored at different state reserve units with equal quantities received, the original file is handed over to the last receiving unit, while other state reserve units will have certified copies.

4.3.2. Inspection upon transfer

4.3.2.1. External inspection

Content of inspection:

- Counting the full quantity of generators;

- Quality check: Verify the marking and model number of each generator against relevant documents when receiving goods; inspect the compatibility of the generator and its components; ensure that the exterior of the generator is not deformed, broken, cracked, or corroded. If a generator sample does not meet quality standards, additional inspections will be conducted on 50% of the generators in the batch, and all inspected generators must meet requirements. At the same time, the supplier must rectify or replace the first batch of generators that did not meet quality standards. If two consecutive inspections fail, the state reserve unit will request the supplier to replace the batch of generators and conduct another inspection according to regulations.

4.3.2.2. Operational inspection

The steps for operating the generator follow the provisions set out in point 4.4.3.5 clause 4.4 Section 4 of this Standard.

The results of operational inspection must ensure: Internal combustion engines operate well without unusual noises; the generated power reaches the rated power at the corresponding rated speed, with the voltage reaching from 95% to 105% of the rated voltage; the control panel meters display data consistent with the operational status.

During the operational inspection of the generator, if any generator experiences technical issues, it must be separated and another randomly selected generator must be inspected. If the second inspected generator meets technical requirements, and the first inspected generator has been rectified or replaced to meet quality standards, the batch of generators will be accepted. If the second inspection fails (even if only one technical standard is not met), the state reserve unit will request a comprehensive quality assessment of the entire batch of generators. The appraisal agency must be authorized professional organizations.

4.3.2.3. Quality inspection

Follow the provisions set out in clause 3.3 Section 3 of this Standard.

4.3.3. Transfer and reallocation within the National Reserve Administration

4.3.3.1. Handover of documents

- When reallocating generators within the National Reserve Administration, all related documents must be fully handed over on a per-generator basis;

- If the number of generators being reallocated does not constitute a complete batch, the related documents handed over will be certified copies. The state reserve unit transferring the goods must retain the original documents together with the remaining generators. In cases where the entire batch is reallocated to multiple state reserve units: If the units receiving different quantities of generators, the unit receiving the most generators retains the original documents, while other state reserve units retain certified copies; If the units receiving equal quantities of generators, the last receiving unit retains the original documents, while other units retain certified copies.

4.3.3.2. Transfer and receipt of generators

Follow the provisions set out in points 4.3.2.1 and 4.3.2.2 of this Standard. In cases where the transferred generators include those already inspected during receipt, re-inspection will only be conducted on these generators.

4.3.3.3. Receipt record

All transfer cases must establish a record detailing the quantity, quality, and actual condition of the batch, as well as accompanying documents and files. The receipt record must be kept together with other legal documents accompanying the batch.

4.4. Storage

4.4.1. Stacking generators in storage

4.4.1.1. Different types of generators must be stacked separately in rows; generators must not be stacked on top of each other; warehouse floors must ensure sufficient space for preservation and movement during entry and exit operations. Warehouse aisles must be at least 1.8 meters wide, the distance between two generators in the same row must be at least 1.0 meter, and they must maintain a distance of at least 1.0 meter from warehouse columns and walls. For generators with enclosed casings, the distance between adjacent generators must be at least 1.5 times the radius of the generator door's rotation.

4.4.1.2. Generators must be elevated to avoid moisture from the warehouse floor, specifically:

- For generators without towing vehicles, the entire frame of the generator must be balanced and securely placed on wooden beams or concrete beams. The height above the warehouse floor must be at least 35 cm to 40 cm to ensure ventilation, cleaning under the machine, or changing oil and other maintenance tasks;

- For generators with towing vehicles (using tires), the tires must be raised at least 3 cm to 5 cm above the warehouse floor. The support points on the generator frame and axle must ensure that the suspension is not loaded. All tires must be deflated, leaving a pressure of 1.0 kg/cm² to 1.5 kg/cm². Use dark plastic bags to completely cover the tires to limit exposure to sunlight and moisture.2 27 |||2. Use dark plastic bags to wrap the tires tightly to limit the effects of sunlight and moisture.

4.4.1.3. Accessories accompanying the generator must be placed on shelving racks. Batteries accompanying the generator must be removed and stored in a separate area and not stacked.

4.4.2. Initial preservation: Includes work carried out after receiving and storing in the national reserves, including:

4.4.2.1. Cleaning the generator

- Wipe and clean all dirt and grease stains on the generator casing. Use clean water and soap to wash the frame, protective casing, and tires (if present). Then use compressed air to dry the entire generator.

- Protect, preserve all symbols, guiding or warning signs marked on the machine. Any cleaning must absolutely not erase these signs. When cleaning these signs, only use a cloth and soap water, do not use chemicals or gasoline, oil; do not make the signs, drawings on the machine blurry or disappear.

- Do not use high-pressure water pumps to directly wash the engine, generator head, and electrical control unit of the generator; absolutely do not allow water to enter inside the engine, generator head, and generator control unit.

4.4.2.2. Contents of generator maintenance work

- Check all parts of the machine containing lubricating oil, supplement if there is a lack of oil or replace with new oil when the viscosity of the oil does not meet requirements.

- Lubricate grease nipples, bearings; wrap paper to isolate from the environment for components connected to the inside of the engine; apply rust-preventive grease to machine components. Store fuel tanks, frame beams of the machine against rust; apply storage grease to battery terminals, starting motor cables, and tightly cover to prevent moisture.

- For components made of non-metallic materials (plastic, rubber, etc.), after cleaning and drying, wrap them completely with dark paper. Do not apply preservative grease or rust-preventive oil to machine components made of non-metallic materials and areas of the machine casing that have been painted.

- Rotate the main shaft of the engine from 10 to 15 revolutions to pump lubricating oil over the cylinder surface of the engine (for generators designed with a place to rotate the main shaft of the engine).

- For generators that need to be started and tested upon delivery and receipt, use external fuel containers to start the engine. Do not drain coolant containing corrosion inhibitors and scale inhibitors from the radiator of the machine. After testing, cleaning the machine, and storing it like other machines.

4.4.3. Regular Maintenance

4.4.3.1. Every day, the warehouse custodian must check the safety condition of the warehouse, roof leakage, harmful organisms entering the warehouse (pay attention to preventing mice from entering and damaging wires in the machine); check the external condition of the generator, if any unsafe signs are found, determine the cause, report to the responsible unit and take timely measures. Check the temperature and humidity in the warehouse; when the environmental temperature is favorable for natural ventilation, open the warehouse doors to ventilate and reduce the temperature and humidity in the warehouse to ensure normal storage conditions (temperature not exceeding 35°C and humidity not exceeding 85%). If the relative humidity in the warehouse exceeds 90% for several consecutive days, close the warehouse doors and implement forced ventilation using fans to reduce humidity in the warehouse or use wooden partitions to separate each generator to limit moisture accumulation in the generator.°C and air humidity not exceeding 85%). 4.4.3.2. Once a week, use a broom or vacuum cleaner to clean the floor, ceiling, corners of the warehouse, and the surface of the generator. Clean the outer surface of the machine, use fine sandpaper to polish and remove rust spots on the machine's shell, frame beams, primer-coated inner surfaces, and paint-coated outer surfaces at places where the paint has peeled off.

4.4.3.3. Every quarter, visually inspect the condensation of moisture throughout the generator; if moisture is detected, proceed with drying and dehumidification. During periods of high humidity lasting several days, inspections should be conducted more frequently.

Note: Use a fan to blow hot air to dry the generator. Adjust the hot air evenly across the entire machine, do not concentrate hot air at a single point. The drying process should gradually increase the temperature of the hot air, with a minimum drying time of 4 hours per session, and the maximum temperature of the hot air should not exceed 75°C for the engine and generator section; not more than 30°C for the electrical control panel.0C for the electrical control panel.04.4.3.4. Cool and lubricate the engine (for generators designed with a place to cool and lubricate the engine shaft)

Once every six months, rotate the engine shaft from 10 to 15 revolutions.

4.4.3.5. Engine operation:

- Once every three months, conduct an operational test run to check the technical condition of the generator (in cases where sufficient manpower is not available, the national reserve unit may hire someone to perform this task). Before operation, ensure all safety factors for personnel and goods during the operation.

- The number of generators to be operated should be 20% of the total number of generators stored at a single storage point, but not less than:

+ 10 generators when the number of generators stored at a single storage point ranges from 20 to 50 generators;

+ 5 generators when the number of generators stored at a single storage point ranges from 10 to less than 20 generators;

+ 2 generators when the number of generators stored at a single storage point is less than 10 generators.

The maximum operating time of the machine should not exceed 30 minutes. The startup and operation procedure of the generator must be carried out according to the following steps:

- For the engine:

+ Remove all wrapping paper from the machine components and thoroughly clean the grease;

+ Check the level of lubricating oil and coolant quality, ensuring they are up to standard and replenish as required;

+ Inspect for leaks and cracks in fuel lines, cooling systems, lubricating oil systems, etc.; if leaks or cracks are found, repair or replace them;

+ Inspect the drive belt: During storage, the drive belt must be loosened; before operation, adjust the tension of the drive belt according to specifications. If there are cracks or breaks that do not meet quality standards during operation, replace them;

+ Inspect the coupling between the generator and the primary engine;

+ Inspect and tighten all engine mounting bolts and clamps on pipes;

+ Inspect and thoroughly clean the air filter;

+ Starting battery: Must have technical specifications compatible with those of the battery accompanying the machine and must be fully charged. Connect the battery terminals to the engine starter cables according to regulations (note that when connecting the battery to the starter, connect the positive cable of the starter to the positive terminal of the battery first, and when disconnecting, disconnect the negative terminal first, then the positive terminal). Do not use the battery accompanying the machine to start the generator;

+ Rotate the engine shaft to check for binding, if binding is found, it must be resolved before starting (for generators designed with a place to cool and lubricate the engine shaft).

+ Turn the engine shaft smoothly to check for any binding; if there is binding, it must be resolved before starting (for generators designed with a cooling shaft area).

+ Prepare fuel in the external tank, connect the fuel supply pipe of the engine to the suspended external tank. For diesel engines, connect the fuel return pipe to the suspended external tank;

+ Manually pump fuel up to the fuel filter. For diesel engines, vent air from the fuel filter until no bubbles flow out at the vent position of the fuel container;

- For the generator unit (generator head):

+ Check the electrical wiring to ensure there are no exposed or broken wires. The wire connections must be tight;

+ Check the operation of the indicator lights on the control panel and relays;

- Starting the engine:

+ Ensure safety in the surrounding area before starting;

+ Ensure the main switch is off;

+ Start the engine and run it unloaded for about 3 to 5 minutes until it reaches the specified operating temperature, with longer idle time allowed during cold weather. Listen for smooth engine operation without unusual noises from components; check for fuel leaks and cooling system issues. If any abnormal conditions are detected, stop the engine, identify the cause, and resolve it before restarting;

+ Gradually increase the throttle to reach the rated speed. Check the oil pressure and coolant temperature gauges to ensure stable engine operation; if not, conduct further checks and address the issue;

Note:

If the oil pressure gauge does not show an increase within approximately 20 seconds after starting, immediately shut down the engine, identify the cause, and resolve it before restarting;

Each start attempt should not exceed 5 seconds, and the interval between consecutive starts must be more than 15 seconds;

Only use the emergency stop switch when immediate shutdown is necessary due to an incident; do not use this switch for routine shutdowns. Before restarting, reset the emergency stop switch to the operational position;

- Stopping the engine:

+ Reduce the engine speed and let it idle at low speed for about 5 minutes to cool down;

+ Stop the engine by turning the starter switch (ECS) to the OFF/RESET position for diesel engines; for gasoline engines, remove the fuel supply hose from the tank and allow the engine to run until it stops due to fuel exhaustion, then turn the starter switch to the OFF/RESET position;

+ Clean and wipe the entire generator unit;

+ Record operational data of the generator unit in the maintenance logbook and prepare a completion report for the maintenance work;

4.4.4. Insulation Resistance Testing

- Prior to the expiration of the warranty period and before shipment, for each batch, select at least one unit for insulation resistance testing (outsourced);

- If the measured insulation resistance value is lower than the minimum safe level according to the guidance documentation, contact the manufacturer's warranty service provider to address the issue;

4.5. Inspection procedures upon dispatch

4.5.1. Before shipping the generator set

Prepare necessary tools, equipment, and relevant documents and records related to the shipment of the generator set;

4.5.2. Generator sets shipped from national reserve stock must meet quality requirements, have all relevant documents and records attached, and adhere to the following principles:

- Units received earlier are shipped earlier, units received later are shipped later; ensure correct quantity and type. In other cases, written directives from the direct supervising authority are required;

- Within the same batch at the same warehouse location, units that were tested upon receipt and storage are shipped first, followed by the remaining units;

4.6. Provisions on reporting generator quality

- Within one month after the end of receiving, the Director of the National Reserve Unit directs specialized agencies to report the quality of the received generator sets to the specialized National Reserve Management Authority;

- Quarterly, compile and report to the specialized National Reserve Management Authority the quality status of the stored generator sets before the 20th day of the last month of each quarter. In exceptional cases, the unit submits separate reports;

- The Director of the National Reserve Unit directs specialized agencies to report the quality of the generator sets to the specialized National Reserve Management Authority before shipment;

5. PROVISIONS ON MANAGEMENT

5.1. Quality inspection

5.1.1. Pre-receipt Inspection

5.1.1.1. The authorized agency as prescribed by law conducts inspection and issues a Quality Certificate for generator sets entering national reserve storage;

5.1.1.2. The National Reserve Unit conducts inspections according to Sections 3 and 4 of this Standard;

5.1.2. Inspection before Warranty Expiration and During Storage Period

5.1.2.1. Inspection before Warranty Expiration

Three months prior to the warranty expiration date, the National Reserve Unit conducts a full visual inspection of all generator sets and performs operational tests and insulation resistance tests as stipulated in Clause 4.4 of Section 4 of this Standard. If any sample fails to meet quality standards, the National Reserve Unit requests the supplier to retest double the number of samples. If the retested samples meet technical requirements and the initial non-conforming sample is corrected or replaced to meet quality standards, the batch is accepted. If any retested sample still fails (even one technical requirement), the National Reserve Unit prepares a report and requires the supplier to inspect the entire batch and rectify non-conforming generator sets;

5.1.2.2. Inspection During Storage Period

Follow the provisions of Section 4 of this Standard;

5.1.2.3. Inspection Before Shipment

Follow the provisions of Section 4 of this Standard;

5.1.3. Warranty Period, Storage Preservation Time, and Condition of Generator Sets Entering National Reserve Storage

5.1.3.1. New generator sets entering national reserve storage are 100% new;

5.1.3.2. Warranty Period: At least 36 months from the date of the delivery acceptance record for generator sets entering national reserve storage;

5.1.3.3. Storage Preservation Time: Not exceeding 7 years from the date of entry into national reserve storage;

5.2. Warehouse requirements

Generator sets must be stored in warehouses for materials, equipment, rescue, and disaster relief under similar preservation conditions and must meet the following basic requirements:

- Must be enclosed warehouses with sun, rain, and storm protection roofs, and heat-resistant ceilings;

- Warehouse floors must be flat, solid, and capable of supporting loads of at least 5.0 tons/m²2;

- The warehouse must be equipped with sufficient exhaust fans to ensure that it remains dry and well-ventilated; there must be tools for measuring air temperature and humidity;

- There must be systems to prevent birds, mice, termites, and other harmful organisms, as well as lighting systems to support storage and protection activities;

- It must be located away from sources of chemicals, areas prone to fire and explosion, high-voltage power lines, and minimize dust and thermal radiation;

- There must be internal regulations, means, and plans for fire prevention and extinguishing, and for preventing typhoons and floods.

5.3. Lot tags

Each batch of generators must have a batch record card containing the following information:

- Product code;

- Specifications;

- Name and address of the manufacturing facility;

- Year of manufacture;

- Quantity;

- Date of entry into the warehouse.

5.4. Record keeping and inventory tracking system

5.4.1. Along with establishing accounting documents according to the national reserve accounting system, a storage monitoring ledger (referred to as the storage ledger) must also be established.

5.4.2. Storage Ledger

- Used to record daily or occasional situations regarding the storage work, changes in quantity and quality. The ledger must bear a matching stamp, contain all required information as prescribed, and include signatures and stamps of all relevant parties;

- The warehouse keeper must fully record changes in quality, storage work, any arising damages, and their resolution for each generator during storage;

- The head of the unit directly managing the national reserves must record twice a month; the technical storage management department of the unit directly managing the national reserves must record once a week in the storage ledger the situation regarding quantity and quality changes and evaluate the storage work of the generators;

- Every three months, the head of the national reserve unit must inspect and record observations and evaluations of the storage work of the generators in the storage ledger.

5.5. Fire and Explosion Prevention

The head of the national reserve unit is responsible for organizing and implementing fire and explosion prevention work in accordance with the provisions of the law; ensuring the quality of goods and the safety of the national reserve warehouse.

6. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS

6.1. Organizations and individuals supplying generators are responsible for providing products that meet the quality requirements stipulated in Section 2 of this Standard.

6.2. The head of the national reserve unit is responsible for directing the organization to implement the handover and storage work of generators in accordance with the provisions of Sections 4 and 5 of this Standard.

7. IMPLEMENTATION

7.1. The State General Reserve Corporation (the specialized national reserve agency) is responsible for guiding and supervising the implementation of this Standard.

7.2. In cases where Standards and guidelines specified in this Standard are amended, supplemented, or replaced, they shall be implemented in accordance with the provisions of the amended, supplemented, or replacement Standards and guidelines../.
