THE MINISTER OF THE MINISTRY OF HOME AFFAIRS
Pursuant to Decree No. 48/2008/NĐ-CP dated April 17, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decision No. 61/2000/QĐ-TTg dated June 5, 2000 of the Prime Minister on the establishment of the National Committee for HIV/AIDS Prevention and Control and Drug and Prostitution Prevention and Control;
At the proposal of the Director of the Cadre and Civil Servant Department,

Article 1. To establish the Steering Committee for HIV/AIDS Prevention and Control and Drug and Prostitution Prevention and Control at the Ministry of Home Affairs to assist the Minister in directing and organizing educational work on HIV/AIDS prevention and control and drug and prostitution prevention and control within the Ministry's agencies. Appoint the following officials to serve on the Steering Committee:
1. Director of the Cadre and Civil Service Department - Chair;
2. Director of the Ministry’s Office - Deputy Chair;
3. Chairman of the Trade Union of the Ministry of Home Affairs - Deputy Chair;
4. Inspector General - Member;
5. Director of the Consolidation Department - Member;
6. Director of the Information Center - Member;
7. Secretary of the Ho Chi Minh Communist Youth Union of the Ministry of Home Affairs - Member.
The Cadre and Civil Service Department of the Ministry of Home Affairs shall be the permanent unit of the Steering Committee for HIV/AIDS Prevention and Control and Drug and Prostitution Prevention and Control of the Ministry of Home Affairs.
Article 2. The Steering Committee for HIV/AIDS Prevention and Control and Drug and Prostitution Prevention and Control of the Ministry of Home Affairs may use the seal of the Ministry of Home Affairs during its operations..
The operating funds of the Steering Committee shall be provided according to the general regulations of the State and other sources of funding (if available) as stipulated by law.
This Decision takes effect from the date of signature, replacing Decision No. 3976/QD-BNV dated November 14, 2005 of the Ministry of Home Affairs establishing the Steering Committee for HIV/AIDS Prevention and Control and Drug and Prostitution Prevention and Control of the Ministry of Home Affairs.
Article 3. The Director of the Ministry’s Office, the Director of the Cadre and Civil Service Department, the Heads of the agencies and units under the Ministry, and the officials named in Article 1 are responsible for implementing this Decision.
