THE MINISTER OF FINANCE
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 530/QD-TTg dated April 27, 2009 of the Prime Minister on the release of national reserve rice for famine relief in provinces;

Article 1. The National Reserve Agency shall release free of charge 2,600 tons of rice from the national reserve to provide famine relief to the provinces: Yen Bai: 600 tons, Thai Nguyen: 500 tons, and Ninh Binh: 1,500 tons.
Article 2. The National Reserve Agency shall coordinate with the People's Committees of the provinces of Yen Bai, Thai Nguyen, and Ninh Binh to promptly organize the delivery and receipt of rice at district centers according to the provincial allocation plan.
The National Reserve Agency shall reduce the national reserve capital by the aforementioned quantity of rice at the accounting price currently recorded in the books and report the settlement of the relief goods in accordance with the prescribed guidelines.
Article 3. This Decision takes effect from the date of issuance. The Director of the National Reserve Agency, the Head of the State Budget Department, the Head of the Planning and Finance Department, the Director of the Price Management Agency, and the Director of the Ministry's Office are responsible for implementing this Decision.
