Interim Guidelines on the Collection and Use of Examination Fees for Overseas Training Funded by State Budget

Pursuant to Decree No. 178/CP dated October 28, 1994 of the Government on tasks, authorities, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 04/1999/NĐ-CP dated January 30, 1999 of the Government on fees and charges under the state budget;
Pursuant to Decision No. 322/QĐ-TTg dated April 19, 2000 of the Prime Minister approving the project "Training of Science and Technology Cadres at Foreign Institutions Using the State Budget";
At the proposal of the Minister of Education and Training in Circular No. 6354/SĐH dated July 11, 2000;
The Ministry of Finance hereby provides guidance on the collection and use of examination fees for overseas training funded by the state budget as follows:
This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.
1. The examination fee for overseas training funded by the state budget is a contribution from candidates participating in the entrance examination.
2. The examination fee shall be collected according to the prescribed rate and managed under the current financial regulations to ensure economy.
II. SPECIFIC PROVISIONS
1. The examination fee includes:
Registration Fee: Candidates must pay a certain amount when registering for the examination to cover the costs of organizing the entrance examinations, including tasks such as entering registration lists into computers, renting examination rooms, and other related tasks.
Examination Fee: This is the amount paid by candidates to cover the costs of organizing the entrance examinations.
2. The examination fee shall be directly submitted to the Ministry of Education and Training.
a. The registration fee is uniformly set at VND 50,000 per application form for all three categories.
b. The examination fee:
The foreign language examination fee is uniformly set at VND 200,000 per candidate for all three categories.
The examination fee for basic and specialized subjects averages VND 100,000 per subject.
3. Use of the examination fee:
The examination fee shall be used to cover expenses related to the organization of the entrance examinations, including examination question preparation, printing, renting examination venues, costs for the Examination Board, Research Fellows, and Internship candidates' review boards, invigilation, marking, admission assessment, score reporting, and other expenses serving the entrance examination process. Expenses for inspection, supervision, conference organization, and software development for management purposes.
The use of the collected examination fee shall be carried out in accordance with Point 5.b of the fourth asterisk in Circular No. 54/1999/TT-BTC dated May 10, 2000 of the Ministry of Finance "Guidelines for Implementing Decree No. 04/1999/NĐ-CP dated January 30, 1999 of the Government on Fees and Examination Fees Belonging to the State Budget".
4. Management of the Collection and Expenditure of Examination Fees:
The Ministry of Education and Training shall manage the collection and expenditure of examination fees in accordance with current invoice, voucher, financial system, and financial transparency regulations throughout the planning, collection, expenditure, and final accounting processes. The Ministry of Education and Training is responsible for consolidating the examination fee collection and expenditure situation into the annual final account report of the Ministry in accordance with current regulations.
III. IMPLEMENTATION PROVISIONS
This Circular takes effect for the 2000 overseas training entrance examination funded by the state budget.
Any difficulties encountered during implementation should be reported to the Ministry of Finance for supplementation and amendment as necessary./.
