Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 21/2003/NĐ-CP dated March 10, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs;

Article 1. The attached Regulation on Deputy Ministers of the Ministry of Foreign Affairs is hereby promulgated.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall supersede Decision No. 228-CP dated December 14, 1992 of the Council of Ministers (now the Government) on the system of Deputy Ministers of the Ministry of Foreign Affairs.
Article 3. Ministers, Heads of ministerial-level agencies, agencies under the Government, and Chairpersons of provincial and municipal People's Committees directly under the Central Government are responsible for implementing this Decision./.
