PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Protecting People's Health dated June 30, 1989;

Pursuant to Decision No. 153/2006/QD-TTg dated June 30, 2006 of the Government approving the overall planning for the development of the healthcare system in Vietnam until 2010 with a vision to 2020;

Considering the proposal of the Minister of Health,

DECISION:

Article 1. Investment in building commune health stations reaching national standards for communes currently without health stations in difficult areas as specified in Decision No. 30/2007/QD-TTg dated March 5, 2007 of the Government on issuing the list of administrative units in difficult areas.

1. Implementation period: from 2008 to 2010.

2. Sources of investment capital:

- Central budget allocated to localities according to the approved project by the competent authority;

- Capital integrated from Program 135 Phase II and other related programs implemented in the locality;

- Local budget;

- Other legitimate sources of capital.

Article 2. Implementation

1. For communes without health stations:

a) The Ministry of Health shall have the following tasks:

- Cooperate annually with the Ministry of Planning and Investment, the Ministry of Finance, and the Committee for Ethnic Minorities to develop plans for allocating funds from the central budget to build commune health stations for localities, and report to the Prime Minister;

- Guide and urge localities to organize and implement the construction of new commune health stations meeting national standards in accordance with current regulations;

- Organize inspections and evaluations of implementation progress, compile and report to the Prime Minister.

b) The Ministry of Planning and Investment shall have the following tasks:

Take the lead and cooperate with the Ministry of Finance, the Ministry of Health, and the Committee for Ethnic Minorities to balance and allocate investment capital annually from the central budget for localities to implement.

c) The Ministry of Finance shall have the following tasks:

- Coordinate with the Ministry of Planning and Investment to allocate and ensure funding according to the plan and annual progress;

- Guide localities to use state budget funds correctly for the construction of commune health stations; do not duplicate with funds from other programs and projects.

d) The Committee for Ethnic Minorities shall have the task of coordinating with ministries, sectors, and localities to implement this decision.

đ) Provincial People's Committees directly under the Central Government shall have the following tasks:

- Be fully responsible for directing the implementation of construction and effective use of commune health stations to serve the protection and care of people's health in the locality;

- Allocate sufficient recurrent expenditure funds for operation, maintenance, and upkeep of facilities, equipment, and machinery invested, send cadres for training and capacity enhancement in professional skills and equipment usage;

- Direct relevant agencies of the locality to strictly monitor and supervise to ensure implementation in accordance with state regulations;

- Regularly report the results of the task of investing in and constructing commune health stations to the Ministry of Health for compilation and reporting.

2. For commune health stations that have not reached national standards:

- Provincial People's Committees directly under the Central Government shall be responsible for allocating local budgets and mobilizing other legitimate sources of capital to complete the construction of commune health stations in their localities; ensuring that all commune health stations nationwide meet national standards by 2015 as stipulated;

- The Ministry of Health shall be responsible for monitoring and urging localities to implement according to the above timeline.

Article 3. This Decision takes effect 15 days after the date of signature.

Article 4. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
