Pursuant to Decree No. 102/SL-L004 dated May 20, 1957 promulgating the Law on the Right to Establish Associations;
Pursuant to Decree No. 61/2012/ND-CP dated August 10, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Government Decree No. 45/2010/ND-CP dated April 21, 2010 stipulating the organization, operation, and management of associations; and Government Decree No. 33/2012/ND-CP dated April 13, 2012 amending and supplementing certain articles of Government Decree No. 45/2010/ND-CP;
Considering the proposal of the Chairman of the Mobilization Board for the Establishment of the Vietnam Record Holders Association and the Director of the Department of Non-Governmental Organizations;

Article 1. Permission is hereby granted to establish the Vietnam Record Holders Association.
Article 2. The Vietnam Record Holders Association is a social organization that operates and conducts activities according to its Charter approved by the Minister of Home Affairs, adheres to legal regulations, and is subject to state management by the Ministry of Culture, Sports and Tourism and other relevant ministries and agencies related to the field of its activities.
The Vietnam Record Holders Association has legal personality, its own seal and bank account, self-funds its operations, premises, and means of operation.
Article 3. This Decision takes effect from the date of signature.
Article 4. The Chairman of the Mobilization Board for the Establishment of the Association, the President of the Vietnam Record Holders Association, the Director of the Department of Non-Governmental Organizations, and the Director of the Office of the Ministry of Home Affairs are responsible for implementing this Decision./.
