THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the State Enterprise Law dated April 20, 1995, and Decree No. 50/CP dated August 28, 1996 of the Government on the establishment, restructuring, dissolution, and bankruptcy of state enterprises;
Considering the proposal of the General Director of the Construction Services and Labor Cooperation Company (report No. 393 CV/HTLĐ dated August 3, 2000) and the Director of the Cadre and Civil Service Department,
DECISION:
Article 1. - To establish the Training and Refresher Center for Export Labor under the Construction Services and Labor Cooperation Company, to train and provide orientation education for Vietnamese workers going to work abroad for a limited period, aiming to cultivate a quality and reputable workforce of Vietnamese laborers in the international labor market.
The Training and Refresher Center for Export Labor shall be located at Duyên Thái Commune, Thường Tín District, Hà Tây Province (within the premises of Construction Enterprise 4 under the Company).
Article 2. - The Training and Refresher Center for Export Labor under the Construction Services and Labor Cooperation Company shall operate according to the training and orientation education regulations for Vietnamese workers going to work abroad for a limited period issued together with Decision No. 1635/1999/QĐ-BLĐTBXH dated December 13, 1999 of the Minister of Labor, War Invalids and Social Affairs.
The operating costs of the Center shall be covered by its own revenues from training and orientation contracts for Vietnamese workers going to work abroad for a limited period with enterprises, workers, and capital provided by the Company.
The Training and Refresher Center for Export Labor under the Construction Services and Labor Cooperation Company is authorized to open a bank account and use a seal according to the model prescribed for units subordinate to enterprises.
The General Director of the Construction Services and Labor Cooperation Company shall promulgate the charter (or organizational and operational regulations) of the Center.
Article 3. - This Decision takes effect fifteen days after the date of signature.
Article 4. - The Head of the Ministry's Office, the Director of the Cadre and Civil Service Department, the Heads of relevant units under the Ministry, and the General Director of the Construction Services and Labor Cooperation Company are responsible for implementing this decision.
