THE MINISTER OF FINANCE
Basis: Decree No. 178/CP dated October 28, 1994 of the Government stipulating the functions, tasks, and organizational structure of the Ministry of Finance;
Decree No. 87/CP dated August 5, 1997 of the Government promulgating the Regulations on Management and Utilization of Official Development Assistance (ODA) Sources;
Decree No. 145/1999/NĐ-CP dated September 20, 1999 of the Government on Reorganizing the General Department of Investment and Development under the Ministry of Finance;
Circular Joint No. 81/1998/TTLT/BTC-NHNN dated June 17, 1998 of the Ministry of Finance and the State Bank of Vietnam guiding the procedures, formalities, and management of withdrawing funds from official development assistance (ODA) sources;

Article 1: Attached to this Decision are "Detailed Guidelines on the Procedures and Formalities for Withdrawing Official Development Assistance (ODA) Funds."
Article 2: This Decision shall take effect fifteen days from the date of signature and replace Decision No. 1860a/1998/QĐ-BTC dated December 16, 1998 of the Minister of Finance.
The Director of the State Treasury, the Heads of the Investment Department, the Foreign Financial Affairs Department, the Administrative and Public Service Financial Affairs Department, and the Director of the Office of the Ministry are responsible for organizing the implementation of this Decision.
