DECREE

Regulations on functions, tasks, powers, and organizational structure

of Vietnam Television

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 30/2003/NĐ-CP dated April 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of government agencies;

At the proposal of the General Director of Vietnam Television and the Minister of Home Affairs,

DECREE

Article 1. Position and Functions

Vietnam Television is the national television station under the Government, performing the function of providing information and propaganda on the Party's guidelines and State policies; contributing to education, raising public awareness, and serving the spiritual life of the people through television programs; implementing specific tasks and powers regarding representation of State ownership in enterprises with State capital under Vietnam Television as prescribed by law.

Vietnam Television is subject to State management by the Ministry of Culture, Sports and Tourism for press activities and by the Ministry of Posts and Telecommunications for broadcasting frequencies.

Article 2. Tasks and Powers

Vietnam Television has the responsibility to perform the tasks and powers of a government agency engaged in public services as prescribed in Decree No. 30/2003/NĐ-CP dated April 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of government agencies, and the following specific tasks and powers:

1. Submitting to the Government and the Prime Minister strategic plans, long-term plans, five-year plans, annual plans, and other important projects of Vietnam Television; organizing the implementation of these plans after approval.

2. Submitting to the Prime Minister for decision-making on the self-management mechanism, self-responsibility for organizational structure, staffing, and finance of Vietnam Television.

3. Participating in building strategic plans and development planning for the Vietnamese television system.

4. Taking the lead and coordinating with local television stations and radio-television stations on production plans for programs broadcast on national television.

5. Deciding on the program schedule and daily broadcasting time of Vietnam Television.

6. Guiding local stations on television operations and technical matters.

7. Directly managing the specialized technical systems of Vietnam Television for program production, signal transmission, and broadcasting of national television programs both domestically and internationally.

8. Submitting to the Minister designated by the Prime Minister for signing and promulgating normative legal documents on standards, procedures, professional norms, operational norms, economic-technical quotas, and unified technical management regulations applicable nationwide.

9. Managing investment and construction projects within its authority as prescribed by law; participating in the review of important proposals and projects related to its expertise and operations at the request of the Government and the Prime Minister.

10. Deciding and directing the implementation of administrative reform programs of Vietnam Television according to the approved administrative reform objectives and content by the Prime Minister.

11. Training and enhancing professional skills in the field of television.

12. Organizing scientific research and application of advanced science and technology in television.

13. Implementing international cooperation in television as prescribed by law.

14. Organizing business and service activities as prescribed by law.

15. Implementing specific tasks and powers regarding representation of State ownership in enterprises with State capital under Vietnam Television as prescribed by law.

16. Managing organizational structure and staffing; directing the implementation of salary systems and incentive, reward, and disciplinary policies for officials, civil servants, employees, and workers under its jurisdiction.

17. Managing finances and assets assigned; organizing the implementation of state budget allocations and revenues as prescribed by law.

18. Implementing reporting requirements to the Government, the Prime Minister, and competent authorities of the Party and State as prescribed by law.

Article 3. The organizational structure of Vietnam Television

a) Supporting organizations for the General Director:

1. Editorial Board;

2. Organization and Cadre Board;

3. Planning and Finance Board;

4. International Cooperation Department;

5. Inspection Department;

6. Office.

b) Program production organizations:

1. News Department;

2. Science and Education Department;

3. Special Topics Department;

4. Ethnic Language Television Department;

5. International Television Department;

6. Arts Department;

7. Sports, Entertainment, and Economic Information Department;

8. Cable Television Editing Department;

9. Vietnam Television Center in Ho Chi Minh City;

10. Vietnam Television Center in Hue City;

11. Vietnam Television Center in Da Nang City;

12. Vietnam Television Center in Phu Yen Province;

13. Vietnam Television Center in Can Tho City;

14. Program Production Technical Center;

15. Broadcasting Transmission Technical Center;

16. Television Film Production Center.

c) Other organizations:

1. Research and Application Center for Television Science and Technology;

2. Training and Professional Development Center;

3. Advertising and Television Service Center;

4. Computer and Measurement Center.

Overseas resident offices of Vietnam Television shall be established by the General Director of Vietnam Television upon permission from the Prime Minister.

Other public service units currently in operation shall be organized and arranged by the General Director of Vietnam Television in accordance with the law.

Article 4. Effectiveness

This Decree takes effect 15 days after its publication in the Official Gazette, replacing Decree No. 52/CP dated August 16, 1993 of the Government on the functions, tasks, powers, and organizational structure of Vietnam Television.

Article 5. Responsibility for Implementation

The General Director of Vietnam Television, Ministers, Heads of ministerial-level agencies, Heads of government agencies, and Chairpersons of People's Committees of provinces and centrally-administered cities are responsible for enforcing this Decree.
