THE MINISTER OF FINANCE
On the basis of the National Reserve Law No. 17/2004/PL-UBTVQH11 dated April 29, 2004 of the Standing Committee of the National Assembly;
On the basis of the Government Decree No. 196/2004/ND-CP dated December 2, 2004 detailing the implementation of the National Reserve Law;
On the basis of the Government Decree No. 77/2003/ND-CP dated July 1, 2003 on the functions, tasks, authorities, and organizational structure of the Ministry of Finance;
Pursuant to the proposal of the Chairman of the National Reserve Storage Standards Council of the Ministry of Finance and the Director of the National Reserve Management Agency,
DECISION:
Article 1. Issued herewith are the storage standards for national reserve fire pumps directly managed by the National Reserve Management Agency (annexes 01, 02, 03, 04 attached).
Article 2. These storage standards shall be used as the basis for building and implementing plans to store fire pumps from 2008 to 2010. The annual storage standard will be adjusted by adding the average price increase index of the reported year of products, goods, and services published by the General Statistics Office.
Article 3. The Director of the National Reserve Management Agency shall base on these storage standards set forth in this decision and the provisions of Decision No. 21/2006/QD-BTC dated April 3, 2006 of the Minister of Finance on the regulations for establishing, issuing, and managing national reserve storage standards to guide and organize their implementation without exceeding the prescribed standards.
Article 4. This Decision shall take effect fifteen days after its publication in the Official Gazette. The Director of the National Reserve Management Agency, the Head of the Ministry of Finance's Office, and the Heads of relevant units under the Ministry of Finance are responsible for enforcing this Decision.
