Based on Decree No. 68/CP dated October 11, 1993 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
Pursuant to Circular Joint No. 02/1998/TTLT-BYT-BTCCBCP dated June 27, 1998 of the Ministry of Health and the Government Office on guiding the implementation of Decree No. 01/1998/NĐ-CP dated January 3, 1998 of the Government on the system of local health organizations;
At the proposal of the Director of the Personnel Department and the Director of the Treatment Department of the Ministry of Health,
DECISION:
Article 1: NOW ISSUES HEREBY WITH THIS DECISION the "Regulations on Functions, Tasks and Organization of the Rehabilitation and Functional Restoration Hospital under the Provincial Health Departments."
Article 2: This Decision shall take effect fifteen days from the date of issuance, all previous regulations contrary to the provisions of this Decision shall be abolished.
Article 3: The Heads of the Office, Directors of the Personnel Department, Treatment Department of the Ministry of Health, Directors of the Provincial Health Departments directly under the central government and Heads of related units shall be responsible for implementing this Decision./.
REGULATIONS ON FUNCTIONS, TASKS AND ORGANIZATION OF THE BUREAU MACHINE
AND THE ORGANIZATION OF THE ADMINISTRATIVE STRUCTURE
OF REHABILITATION AND FUNCTIONAL RESTORATION HOSPITAL
UNDER PROVINCIAL HEALTH DEPARTMENTS DIRECTLY UNDER THE CENTRAL GOVERNMENT

I. POSITION, FUNCTIONS:
The Rehabilitation and Functional Restoration Hospital under the provincial health departments is a public health institution, a specialized hospital under the provincial health department with the function of admitting and treating patients within its jurisdiction; it has legal personality, its own seal, and is entitled to open an account at the State Treasury.
1. Medical treatment.
1. Medical examination, diagnosis, treatment, nursing, and rehabilitation:
1.1. The Rehabilitation and Functional Restoration Hospital admits patients referred from lower levels who need further recovery time. It organizes rehabilitation and functional restoration for those suffering from chronic diseases, occupational diseases, and other individuals requiring functional restoration.
1.2. Selects appropriate treatment methods, physiotherapy, and functional restoration techniques, combines nutrition, uses medication appropriately, and has sufficient indices to assess the patient's functions upon admission and discharge.
1.3. Gradually organizes the production and guides the use of assistive devices, trains and re-trains professions, creates opportunities for people with disabilities to live independently and integrate into society.
1.4. Provides functional restoration services to patients with health insurance cards according to the regulations of the Ministry of Health.
2. Disease prevention:
Participates in health education and communication activities, collaborates with preventive healthcare facilities to implement disease prevention, occupational disease control, and disability prevention programs.
3. Line guidance:
3.1. Develops plans and implements guidance on functional restoration work at lower levels to develop techniques and improve the quality of rehabilitation and functional restoration.
3.2. Closely cooperates with grassroots health organizations, seeks support from all levels of government, relevant agencies, mass organizations, social organizations, and communities, builds a community-based functional restoration network effectively.
4. Training staff:
4.1. The Rehabilitation and Functional Restoration Hospital serves as a training ground for nursing and functional restoration staff.
4.2. Participates in training and retraining of medical staff in hospitals and grassroots health facilities in the fields of nursing and functional restoration.
5. Scientific research:
5.1. Participates in and organizes research on scientific topics in the fields of nursing, functional restoration, occupational diseases, and related specialties at national, ministerial, provincial, and grassroots levels. Researches and applies nursing and functional restoration methods combining modern medicine with traditional medicine and non-pharmacological treatments.
5.2. Collaborates with treatment facilities to develop specialized techniques within the hospital.
6. International cooperation:
Participates in cooperation programs with foreign organizations and individuals according to the Party's guidelines and state regulations to build and develop the fields of nursing and functional restoration.
7. Economic Management:
7.1. Develops plans and uses funds efficiently.
7.2. Strictly implements state regulations on financial income and expenditure and settlement according to current provisions.
III. ORGANIZATIONAL STRUCTURE:
1. Organizational Structure:
1.1. Hospital leadership: Director, 1-2 Deputy Directors assisting
1.2. Functional Departments:
Planning and Coordination Department,
Organization, Administrative, and Management Department,
Finance and Accounting Department.
1.3. Specialized Departments:
Outpatient and Emergency Department,
Diagnostic and Clinical Support Department,
Physiotherapy and Functional Restoration Department,
Geriatric Department,
Occupational Disease Department,
Pharmacy and Equipment Department,
Orthopedic and Assistive Device Production Department (if available),
Nutrition Department.
The functions and tasks of these departments are implemented according to the "Hospital Regulations" issued together with Decision No. 1895/1997/BYT-QĐ dated September 19, 1997 of the Minister of Health.
1.4. Equipment:
The Rehabilitation and Functional Restoration Hospital gradually equips itself with medical equipment according to the attached list.
1.5. Scale:
Inpatient treatment: Based on the needs and actual conditions of each province and centrally-administered city to appropriately arrange inpatient beds, additional beds for rehabilitation and functional recovery may be deployed according to demand.
Outpatient treatment: Depending on the staff capacity, infrastructure, and medical equipment of each hospital.
2. Human Resources: In accordance with current State regulations.
IV. OPERATING EXPENSES:
From the following sources:

V. WORK RELATIONSHIPS:
Rehabilitation and Functional Recovery Hospital:
Subject to direct management and guidance by the Department of Health,

Cooperate with relevant authorities within the province or centrally-administered city,
Cooperate with healthcare facilities under the Department of Health,
Manage and provide guidance on nursing and functional recovery within the province or centrally-administered city./.
