Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;
BASED ON DECREE NO. 178/CP DATED OCTOBER 28, 1994 OF THE GOVERNMENT ON THE TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;
Pursuant to Article 14 of the Government Decree No. 25/CP dated May 23, 1993 on the issuance of standards and management of civil service and public servant ranks;
Pursuant to the Government Decree No. 95/1998/NĐ-CP dated November 17, 1998 on recruitment, utilization, and management of civil servants;
Pursuant to Decision No. 414/TTCP-VC dated May 29, 1993 of the Minister - Head of the Organizational - Cadre Department of the Government on the issuance of vocational standards for administrative civil service ranks;

Article 1. Now hereby promulgates with this Decision the "Specific Vocational Standards for Financial Civil Service Ranks" (attached document), including:
1. Financial Clerk.
2. Financial Officer.
3. Senior Financial Officer.
4. Senior Specialist Financial Officer.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentMinistries, sectors, localities, and units using financial civil service ranks shall base on the vocational standards of these ranks to implement recruitment, appointment, training, promotion, salary adjustment, and rank transfer according to state regulations.
Article 3. This Decision shall take effect fifteen days from the date of issuance.
Article 4. The Minister, Heads of ministries equivalent to ministries, agencies under the Government, Chairmen of Provincial People's Committees, and Municipal People's Committees directly under the Central Government are responsible for enforcing this Decision,

STANDARDS
SPECIFIC VOCATIONAL STANDARDS FOR FINANCIAL CIVIL SERVICE RANKS

I. FINANCIAL CLERK:
1. Responsibilities:
Is a professional civil servant in the national financial management system, assisting leaders of constituent parts of the organizational structure (departments, divisions) in implementing guidance, monitoring, urging, and enforcing financial systems, regulations, and managing financial operations within the assigned scope.
Specific duties:
Is entrusted with managing and monitoring part of the work in the field of financial management, including:
- Developing and implementing operational plans and schemes based on existing financial management rules, procedures, and processes within the assigned scope.
- Guiding, urging, and monitoring the implementation process of assigned tasks; directly resolving some tasks within the assigned scope.
- Analyzing and evaluating economic and financial efficiency, and reporting promptly according to management requirements and objectives.
- Summarizing and reporting on the results of assigned tasks.
- Identifying and proposing corrective measures to leadership to address deviations in the implementation process of managed entities to ensure strict and effective enforcement of systems, policies, and management decisions.
- Establishing and maintaining file management practices in accordance with regulations; organizing statistical and archival storage of documents and data accurately and comprehensively as required by financial operations.
- Being subject to professional guidance from higher-level financial management professionals within the same management system.
2. Knowledge:
- Understanding principles, systems, procedures, and guidelines for financial management operations, and direct leadership policies.
- Mastering administrative procedures related to financial operations within the governmental system.
- Clearly understanding the activities of managed entities within the assigned operational scope.
- Implementing financial operations and organizing their deployment in accordance with assigned principles and regulations.
- Understanding relationships and coordinating work with relevant officials and units within the management scope - Knowing how to use information and statistical calculation tools.
3. Qualifications:
- Graduated from a finance accounting college.
- If having a vocational or technical degree related to finance, must attend a financial management training course.

II. FINANCIAL OFFICER:
1. Responsibilities:
Is a professional civil servant in the national financial management system, assisting leaders of constituent parts of the organizational structure (departments, divisions, bureaus, offices, departments, bureaus) in organizing the management of a sector or issue within financial operations.
Specific duties:
Proposes and develops management mechanisms or schemes for a portion or sector of financial operations based on existing state mechanisms to closely reflect practical conditions, including:
+ Participating in developing socio-economic plans, detailed plans, and regulations to implement management tasks.
+ Formulating specific mechanisms and decisions for each management content according to upper-level financial operation guidelines, suitable to actual circumstances.
- Developing plans to implement assigned tasks. Drafting regulatory and procedural documents to carry out assigned tasks.
- Directing, guiding, monitoring, urging, inspecting, and proposing corrective measures to strictly and effectively implement established plans.
- Analyzing, evaluating, and reporting on the results of assigned tasks.
Organizing the establishment of management practices (methods of collecting statistical information, inspection regimes and methods, filing, documentation, and data storage) to ensure strict, accurate, and consistent management in accordance with unified financial operation principles.
- Proactively organizing and coordinating with relevant officials and units, and guiding and supporting lower-level officials in implementing tasks and participating appropriately in related responsibilities.
- Collecting management situations, conducting analysis, summarizing, evaluating effectiveness, and reporting operational matters to superiors.
- Subject to professional guidance from higher-level financial management professionals within the same management system.
2. Knowledge:
- Understanding the Party and State's policies, firmly grasping the direction, policy, and policy of the industry and unit regarding financial operations.

- Know one foreign language at level A.
- Be proficient in using computers.
III. SENIOR FINANCIAL SPECIALIST:
1. Responsibilities:
Is a professional civil servant in the national financial management system, assisting leaders of departments, units (offices, bureaus, directorates) and provincial leadership (departments, People's Committees) in directing financial management in a specific area or operation.
Specific duties:
- Lead the research, proposal, and implementation of policies, systems, and management measures for a specific financial operation area of the entire sector or multiple areas at the provincial level (department) as assigned, including:
+ Develop or participate in developing economic and social plans, management projects for a specific area or financial operation issues for the sector or locality (province) in accordance with the Party and State's policies and systems.
+ Study and develop operational financial regulations to ensure consistency; direct management to enhance effectiveness under the guidance of higher-level management organizations.
- Organize, direct, monitor, inspect operations, and propose corrective measures to strengthen financial management effectiveness at the sectoral or provincial (department) level.
- Organize and establish principles for coordinating management operations among units within the financial sector (at each level) and with related sectors to achieve synchronization in management.
- Organize, direct, and establish a unified management system such as management information, statistical data, file storage, regular reporting systems, rapid reports, administrative procedures according to leadership requirements.
- Organize the synthesis of situations, evaluations, conduct analyses of effectiveness, draw lessons, propose amendments and adjustments to management structures and measures as assigned, and compile reports for higher authorities.
- Lead or participate in researching topics related to management and financial operations to improve management content and methods.
- Participate in compiling (partially or specifically) training materials and guide operational practices, while organizing training or disseminating experiences for lower-level financial officers through various means.
2. Knowledge:

- Graduated from university in finance and accounting or higher, and have a minimum of nine years' experience at the financial specialist level.
- Hold a certificate of completion from a training program on administrative state management at the intermediate to advanced level, following the curriculum of the National Academy of Public Administration.
- Know one of five foreign languages: English, Russian, Chinese, French, German at level B.
- Be proficient in using computers.
- Have a project or work recognized by the provincial Science Council or Ministry for effective application in management.
IV. TOP-RANKED FINANCIAL SPECIALIST
1. Responsibilities:
Is the highest-level professional civil servant in the financial sector within the national management system, assisting leaders in directing and implementing financial management within their jurisdiction.
Specific duties:
- Lead the research, development of policies, economic financial programs, strategic development plans for the sector nationwide or participate in developing comprehensive plans, including:
+ Large-scale strategic financial plans or participate in developing comprehensive economic financial plans within the specialized field according to stages of national socio-economic development.
+ Legal documents, policies, and management mechanisms of the financial sector for major areas (or multiple sectors at the provincial level) according to Party and State resolutions.
+ Develop medium-term and long-term plans, directions for policy and financial systems of the country based on state policies and industry policies, and draft relevant policy documents and management systems within the specialized field of work.
+ Take the lead in organizing and directing the implementation of plans and schemes, guiding professional inspections, and proposing measures to adjust and correct deviations (for the entire system of professional management in the financial sector) to ensure strict and effective management.
+ Take the lead in organizing coordination between related fields and among different levels of management within the industry to ensure consistency and synchronization nationwide.
- Advise the industry on establishing professional management mechanisms according to the assigned field.
- Organize, direct, and establish a unified professional management system for the industry.

- Have served at least six years in the position of senior finance officer.
- Have completed advanced training in state administrative management according to the National Academy of Public Administration curriculum.
- Have completed the advanced political theory program from the Ho Chi Minh National Political Academy.
- Know one of five foreign languages: English, Russian, Chinese, French, German, at level C.
- Be able to use computers to access documents and information.
- Have a theoretical research project or development initiative recognized by the provincial Scientific Council or the Ministry and effectively implemented.
