Regarding the supplementation of allowances for civil servants and employees in the Health sector

Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Decree No. 25/CP dated May 23, 1993 of the Government providing temporarily the new salary system for civil servants, administrative and public service officials, and armed forces personnel;

Article 1. Supplement the epidemic prevention allowance stipulated in Clause 3, Article 1 of Decision No. 794/TTg dated December 5, 1995 of the Prime Minister, with the allowance calculated based on actual days participating in epidemic prevention activities at 24,000 VND/person/day, applicable to medical civil servants and employees directly involved in extinguishing highly dangerous disease outbreaks, including cholera, plague, malaria, and HIV/AIDS.
Civil servants and medical employees who receive the aforementioned epidemic prevention allowance shall not be entitled to the epidemic prevention allowance stipulated in Clause 3, Article 1 of Decision No. 794-TTg dated December 5, 1995.
Article 2. Supplement the special allowance for particularly hazardous professions stipulated in Article 1 of Decision No. 924/TTg dated December 13, 1996 of the Prime Minister, with the allowance set at 40% of the salary grade level, applicable to medical civil servants and employees working at healthcare facilities serving patients infected with HIV/AIDS.
Article 3. The funds for the allowances prescribed in Articles 1 and 2 of this Decision shall be provided from the State budget.
Article 4. This Decision takes effect from July 1, 2001.
Article 5. The Minister, Head of the Civil Service and Personnel Department of the Government, the Minister of Finance, the Minister of Labor, Invalids and Social Affairs, and the Minister of Health are responsible for guiding the implementation of this Decision.
Article 6. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and municipal People's Committees directly under the Central Government are responsible for implementing this Decision.
