Pursuant to the Law on Government Organization dated December 25, 2001;
Pursuant to Decision No. 850/QD-TTg dated September 7, 2000 of the Prime Minister approving the Project on Building Key Laboratories;
Pursuant to Decision No. 117/2000/QD-TTg dated October 10, 2000 of the Prime Minister on certain policies and financial mechanisms for shipbuilding projects of the Vietnamese Shipbuilding Industry;
Pursuant to Decision No. 1420/QD-TTg dated November 2, 2001 of the Prime Minister approving the Development Plan for the Vietnam Shipbuilding Industry Corporation for the period 2001-2010;
In order to implement the task of developing scientific and technological potential in accordance with regional, provincial, and territorial structures of the country;
At the proposal of the Minister of Science and Technology in Document No. 48/BKHCN-KH dated September 5, 2002,
DECISION:
Article 1. Supplement the List of 3 Key Laboratories to be invested in and constructed during Phase I from 2000 to 2005 as follows:
1. The Model Tank Laboratory for Ships: The Ministry of Science and Technology shall examine and assign the Institute of Science and Technology for Ships (Vietnam Ship Industry Corporation) to be the main agency responsible for building this Key Laboratory according to the contents of Decisions No. 117/2000/QD-TTg dated October 10, 2000 and No. 1420/QD-TTg dated November 2, 2001 of the

The Polymer and Composite Materials Laboratory in the Southern Region: The Ministry of Science and Technology shall organize the selection and recognition of the main agency responsible for building the Key Laboratory for provinces and centrally-administered cities in the Southern region (from Da Nang southward).
3. The Plant Cell Technology Laboratory in the Southern Region: The Ministry of Science and Technology shall organize the selection and recognition of the main agency responsible for building the Key Laboratory for provinces and centrally-administered cities in the Southern region (from Da Nang southward).
Article 2. This Decision shall take effect from the date of signing.
Article 3. The Ministers of Science and Technology, Planning and Investment, Finance, Education and Training; the Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally-administered cities are responsible for implementing this Decision./.
