THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 24/1999/QĐ-BNN dated February 1, 1999 of the Minister of Agriculture and Rural Development regarding the functions, tasks, and organizational structure of the Institute of Water Resources Science;
Considering the proposal of the Director of the Institute of Water Resources Science, the Head of the Science and Technology Department and Product Quality, and the Head of the Personnel Department,

DECISION:

Article 1. - Establish the Central Science and Irrigation Center for Central Vietnam and the Central Highlands under the Institute of Water Resources Science.

The Center is a scientific public service unit that fulfills the Institute's tasks in Central Vietnam and the Central Highlands, using its own seal, and opening accounts at the Treasury and Bank according to current State regulations;

Its main office is located in Hòa Nhơn Commune, Hòa Vang District, Da Nang City.

The transaction office is situated at 132 Dong Da Street, Hai Chau District, Da Nang City.

Article 2. - The Center has the following primary tasks:

1- Conducting scientific research on technology and rational utilization of water resources for agricultural, industrial, and domestic purposes. Proposing technical solutions for flood prevention, disaster mitigation, river management, and coastal protection in Central Vietnam and the Central Highlands.

2- Conducting scientific and technological research on irrigation and drainage, land improvement in Central Vietnam and the Central Highlands.

3- Serving as a liaison between the Institute and localities in the region, collaborating with scientific staff from other units within the Institute to address scientific and technological issues related to water resources in Central Vietnam and the Central Highlands.

Article 3. - Organizational structure of the Center:

1- The leadership of the Center consists of the Director and Deputy Directors assisting the Director.

2- The Center's staff is assigned by the Institute of Water Resources Science from among the personnel currently within the Institute's establishment (additional staffing may be added based on task requirements).

- The Center may employ long-term and short-term contractual staff to carry out its tasks, with the Center responsible for salary costs and other benefits.

Article 4. - The Heads of the Office of the Ministry, the Personnel Department, the Heads of relevant units under the Ministry, and the Director of the Institute of Water Resources Science are responsible for implementing this Decision fifteen days from the date of signature./.
