Regarding the implementation of investment and construction of infrastructure for the Hoa Lac High-Tech Park

PRIME MINISTER
Pursuant to the Law on Government Organization dated September 30, 1992;
Pursuant to Decision No. 198/1998/QĐ-TTg dated October 12, 1998 of the Prime Minister approving the overall planning and Investment Project Step 1, Phase I of the Hoa Lac High-Tech Park;
Pursuant to Resolution No. 10/2000/QĐ-TTg dated January 18, 2000 of the Prime Minister on the establishment of the Management Board of the Hoa Lac High-Tech Park;
Considering the proposal of the State Appraisal Council for Investment Projects (Document No. 5494/HĐTĐ dated August 5, 1998) and the proposal of the Ministry of Science, Technology and Environment (Document No. 1136/BKHCNMT-CNC dated April 26, 2001);
To concentrate investment and ensure that the Hoa Lac High-Tech Park is implemented according to schedule and put into operation as soon as possible.
DECISION:
Article 1. The Management Board of the Hoa Lac High-Tech Park is responsible for receiving annual plan targets and directly managing projects using state budget funds within the Hoa Lac High-Tech Park.
Article 2. The investment capital for constructing technical infrastructure and land clearance for implementing Step 1, Phase I of the Hoa Lac High-Tech Park (estimated at 96 million USD according to Decision No. 198/1998/QĐ-TTg dated October 12, 1998 of the Prime Minister) shall be allocated from state budget funds and other lawful sources based on the list of projects approved by competent authorities.
Article 3. In 2001, the Ministry of Planning and Investment will allocate state budget funds for the following project components:
1. Compensation and land clearance for 200 hectares: 28 billion VND (out of a total investment of 68 billion VND).
2. Construction of the perimeter road of the Hoa Lac High-Tech Park: 4 billion VND (out of a total investment of 8.4 billion VND).
3. Construction of the Technology Incubation House: 7 billion VND (out of a total investment of 136.7 billion VND).
4. Construction of Road C (connecting from the Lang-Hoa Lac expressway to the software zone) according to the approved budget estimate.
Article 4. The Management Board of the Hoa Lac High-Tech Park shall select units with sufficient financial capacity, experience, and reputation to implement the construction of Road C (connecting from the Lang-Hoa Lac expressway to the software zone) based on the appraisal of the Ministry of Planning and Investment.
Article 5. Commence construction in 2001 of a dedicated connection to the international Internet system.
Article 6. Assign the People's Committee of Ha Tay Province to coordinate with the Ministry of Science, Technology and Environment, the Ministry of Construction, and the General Department of Land Administration to complete the procedures for transferring remaining land areas (totaling 1,650 hectares) to proactively manage the land fund, compensation, and land clearance for the Hoa Lac High-Tech Park.
Article 7. Decree this Decree takes effect fifteen days after signing.
The Ministers of Science, Technology and Environment, Planning and Investment, Finance, Construction, Agriculture and Rural Development, Defense, Governor of the State Bank of Vietnam, Heads of the General Department of Land Administration and the General Post Office, Chairman of the People's Committee of Ha Tay Province, and Director of the Management Board of the Hoa Lac High-Tech Park are responsible for enforcing this Decree./.
