DECREE
Regulations on functions, tasks, powers, and organizational structure
of the Vietnamese Academy of Social Sciences
THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 30/2003/NĐ-CP dated April 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of agencies under the Government;
At the proposal of the Director of the National Institute of Social Sciences and Humanities and the Minister of Home Affairs,
DECREE
Article 1. Position and Functions
1. Change the name of the National Institute of Social Sciences and Humanities to the Vietnamese Academy of Social Sciences (English name: Vietnamese Academy of Social Sciences).
2. The Vietnamese Academy of Social Sciences is a government agency with the function of researching fundamental issues of social sciences in Vietnam; providing scientific evidence for the formulation of policies, strategies, plans, and development policies towards rapid and sustainable development under the socialist orientation; organizing advisory services and postgraduate training in social sciences; participating in the development of social science potential throughout the country.
Article 2. Tasks and Powers
The Vietnamese Academy of Social Sciences shall be responsible for performing the tasks and powers of a government agency according to the provisions of Government Decree No. 30/2003/NĐ-CP dated April 1, 2003 on the functions, tasks, powers, and organizational structure of government agencies, and has the following specific tasks and powers:
1. Submitting to the Government and the Prime Minister the strategy, planning, long-term programs, five-year plans, and annual plans of the Academy and organizing their implementation after approval.
2. Organizing research on social science issues in Vietnam, the region, and the world; summarizing practical experiences, gradually developing theoretical foundations about socialism and the path to socialism in Vietnam, answering social science questions nationwide and in each region to serve economic and social development, cultural development, environmental protection, and human development; providing scientific evidence for the formulation of policies, strategies, planning, and development policies during the process of industrialization and modernization.
3. Collecting and researching cultural heritage of ethnic groups in Vietnam; preserving and promoting the finest elements of national culture.
4. Combining research with training in the field of social sciences; implementing master's and doctoral training in social sciences according to the law; participating in the development of high-level human resources according to the needs of the whole country, sectors, regions, localities, and enterprises.
5. Reviewing and participating in reviewing from a social science perspective development programs and projects according to the requirements of the Government, the Prime Minister, ministries, sectors, localities, and enterprises.
Organizing advisory services and public services according to the law.
6. Cooperating in research and training in social sciences with international organizations, universities, and foreign individual scientists according to the law.
7. Organizing basic surveys, analyzing, and forecasting socio-economic trends to meet the needs of national development.
8. Organizing social science information dissemination, contributing to the popularization of scientific knowledge, and enhancing public awareness.
9. Participating in building, formulating strategies, planning, and policies for the development of social sciences nationwide, in each region, and at the local level.
10. Managing organizational structures, staffing, assets, funds, and being responsible for decisions on investment projects within its authority according to the law.
11. Performing other tasks assigned by the Prime Minister.

Article 4. Leadership of the Vietnamese Academy of Social Sciences
The Vietnamese Academy of Social Sciences has a President and Vice-Presidents. The President of the Vietnamese Academy of Social Sciences is appointed by the Prime Minister and is accountable to the Government and the Prime Minister for all activities of the Vietnamese Academy of Social Sciences.
The President of the Vietnamese Academy of Social Sciences is responsible for drafting the Regulations on the organization and operation of the Vietnamese Academy of Social Sciences to submit to the Prime Minister for approval.
The Vice-Presidents of the Academy are appointed by the Prime Minister upon the recommendation of the President and are accountable to the President for the tasks assigned by the President.
Article 5. Effectiveness
This Decree takes effect 15 days after its publication in the Official Gazette. Decree No. 23/CP dated May 22, 1993 on the establishment of the National Institute of Social Sciences and Humanities and other previous regulations contrary to this Decree are abolished.
Article 6. Responsibility for Implementation
The President of the Vietnamese Academy of Social Sciences, Ministers, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, and Chairpersons of Provincial People's Committees directly under the Central Government are responsible for implementing this Decree.
