PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 155/2004/QĐ-TTg dated August 24, 2004 of the Prime Minister on issuing criteria and classification lists for state-owned enterprises and independent accounting subsidiaries under state-owned corporations;

Upon the proposal of the Minister of National Defense,

DECISION:

Article 1. Approves the plan to adjust the restructuring and renewal of state-owned enterprises under the Ministry of National Defense for 2005-2006, as set forth in the attached Appendix.

Article 2. The Minister of National Defense shall be responsible for:

1. Directing the restructuring and renewal of state-owned enterprises under the Ministry in accordance with the approved content. For businesses that cannot be equitized, take the initiative to restructure them through other appropriate forms.

2. Classify and reorganize defense and security enterprises listed in Point I.1, Section I of the attached Appendix in accordance with the provisions of Government Decree No. 31/2005/NĐ-CP dated March 11, 2005 on production and supply of public goods and services and report. The Prime Minister.

3. Develop a proposal to convert the General Corporation Thanh An, Tan Cang Sai Gon Company, and Company 28 to operate under the holding company-subcompany model to be submitted to the Prime Minister in the third quarter of 2005.

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The Ministers of National Defense, Finance, Planning and Investment, Home Affairs, Labor, War Invalids and Social Affairs, and heads of relevant agencies are responsible for implementing this Decision./.
