ON THE ECONOMIC AND SOCIAL DEVELOPMENT PLAN FOR 2016
OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM

On the basis of examining the Reports of the Government, the Supreme People's Court, the Supreme People's Procuracy, the relevant agencies of the National Assembly, and the opinions of the National Assembly deputies;developmentI. ON THE RESULTS OF IMPLEMENTING THE ECONOMIC AND SOCIAL DEVELOPMENT PLAN FOR 2015 intention In 2015, the world and regional situation saw many complex developments that had negative impacts on the economic and social conditions of our country. Under the leadership of the Party and the efforts of the entire political system, business community, and people, the economic and social conditions of our country showed positive changes, basically achieving the general objectives, with 13 out of 14 planned indicators expected to be met or exceeded. Strategic breakthroughs and economic restructuring linked with reforming the growth model were intensified and achieved some initial results. Cultural, social, educational, health, institutional reform, administrative reform, judicial reform, business environment, and competitiveness improved positively. Management of natural resources, environmental protection, and climate change response showed progress. Security, public order, and social safety were generally maintained; national defense potential was further strengthened, creating a comprehensive people's defense posture and a secure people's security posture, especially in strategic areas. Foreign affairs and international integration achieved significant results, enhancing our country's position on the international stage.developmentHowever, the quality, effectiveness, and competitiveness of the economy remain low. The domestic economic sector, particularly agriculture and agricultural product exports, still faces significant difficulties and challenges. The number of businesses ceasing operations and dissolutions increased, and the service sector's growth rate was lower than previous periods. The state budget balance remains challenging, with an unreasonable structure and high deficit. Public debt has risen rapidly, with significant repayment pressure. Mobilizing non-state investment resources is limited, and the trade deficit has returned. The new growth model has not yet taken shape clearly, and restructuring in some sectors and fields is slow, failing to meet the targets set by the National Assembly's resolutions. Credit quality is still low, and resolving bad debts and restructuring weak joint-stock commercial banks remains problematic. Various market developments are slow, and their operation is not smooth. The economy's absorptive capacity and readiness for deeper integration are inadequate. Building new rural areas faces many difficulties, especially regarding resources. Some communes and districts have advanced construction funds without corresponding settlement sources. The gap between rich and poor remains large, poverty reduction results are not sustainable, and the poverty rate among ethnic minority households is still high. There is a mismatch between labor supply and demand, making it difficult to provide employment for graduates, with low-quality human resources, and limited scientific and technological application results, slow improvement in labor productivity. The management and utilization of resources are not effective, pollution and environmental degradation continue to occur in many places. Resources for disaster prevention and climate change response are insufficient. Administrative reform, anti-corruption, and thrift in some areas do not meet requirements, administrative discipline is not strict. Cultural development and social equity implementation, healthcare provision face limitations and slow improvements. Food safety assurance is weak. Security, public order, and social safety show complex developments in some areas. Negative moral and lifestyle issues cause public concern. Tasks to protect sovereignty, ensure national security, especially at sea and islands, face new challenges.
RESOLUTION:
II. ON THE OBJECTIVES AND KEY INDICATORS FOR 2016
Maintain macroeconomic stability, strive for higher economic growth than in 2015, focusing on improving the quality of growth, ensuring sustainable development. Intensify the implementation of strategic breakthroughs, economic restructuring linked with reforming the growth model, enhancing productivity, quality, efficiency, and competitiveness. Remove difficulties for businesses, promote production and business activities. Develop culture, implement social equity, ensure social welfare, improve social welfare and living standards of the people. Manage and use resources effectively, proactively prevent and combat disasters, respond to climate change, and protect the environment. Accelerate administrative reform, strengthen administrative and social discipline; enhance the effectiveness and efficiency of state management; create clear changes in anti-corruption, thrift, and waste prevention. Strengthen national defense and security, persistently struggle to firmly protect national sovereignty; ensure political security and public order and social safety. Enhance the effectiveness of foreign affairs and international integration work.

Forest coverage ratio reaches 41%.
III. MAIN TASKS AND SOLUTIONS
The National Assembly basically agrees with the tasks and solutions proposed by the Government, the Supreme People's Court, the Supreme People's Procuracy, and the relevant agencies of the National Assembly in their reports and special supervision reports, while requiring concentrated implementation of the following main tasks and solutions:

III. MAIN TASKS AND SOLUTIONS
The National Assembly basically agrees with the tasks and solutions proposed by the Government, the Supreme People's Court, the Supreme People's Procuracy, and the agencies of the National Assembly as reflected in the review reports and specialized supervision reports, while requiring a focus on implementing the main tasks and solutions as follows:
1. Article 1. Flexibly and effectively implement monetary policy, fiscal policy, and other policies to achieve and exceed the targets set by the National Assembly. Manage interest rates, exchange rates, credit growth appropriately, and handle bad debts efficiently. Strictly control public debt, government debt, and national foreign debt within the limits set by the National Assembly's Resolution, enhance the efficiency of use, strengthen inspection and supervision of borrowing, loan usage, and repayment, especially new loans and those guaranteed by the Government. Continue restructuring loans towards increasing medium and long-term loans with appropriate interest rates. Continue restructuring revenue and expenditure of the state budget to ensure a reasonable ratio between investment spending, regular spending, and debt repayment, with a focus on accelerating investment spending; address accumulated construction debts fundamentally, prevent the creation of new debts, resolutely collect and recover overdue tax debts, strictly manage advance budget appropriations and transferred expenditures, thoroughly implement cost savings for regular spending, ensure financial discipline, all revenues and expenditures of the state budget must be included in the budget estimate. Mobilize, attract, and effectively utilize resources for development, focusing on attracting foreign direct investment projects using high technology.
Develop a legal framework to ensure the implementation of centralized procurement of state assets from 2016, applicable to assets purchased in large quantities, with high purchase values, commonly used across various agencies, organizations, and units. Continue modernizing the management of state assets and upgrading the national database on state assets, ensuring that the national database gradually contains comprehensive information about state assets.
Article 2. Ensure major balances in the economy. Focus on resolving difficulties, promoting the development of the domestic economic sector, effectively implementing support measures for farmers and businesses in production, product consumption, and market expansion. Strengthen anti-smuggling, anti-commercial fraud, anti-counterfeit goods, and anti-food safety violations, particularly in key areas; launch intensive campaigns to combat and strictly punish violations. Promote exports, manage imports well, and adopt measures to significantly improve the imbalance in trade relations with markets with significant trade deficits.
Article 3. Continue implementing the 2013 Constitution, perfecting the legal system, ending the delay in issuing detailed regulations and guidelines for the enforcement of laws, strictly prohibiting the issuance of documents contrary to the spirit and content of the Constitution, laws, ordinances, decrees of the Government, and decisions of the Prime Minister. Synchronize the implementation of laws related to business investment, and continue effectively implementing measures to improve the business environment, striving for the business environment index to reach the average level of leading countries in ASEAN. Review and perfect laws to fulfill international commitments and free trade agreements.
Article 4. Develop and enhance the effectiveness of various types of markets, ensuring fair and transparent competition. Implement market mechanisms, study and implement the separation of public services from state management; promote socialization in the provision of public services, reform the organization and operation of public service units. Accelerate the progress and enhance the effectiveness of reorganization and restructuring state-owned enterprises, especially agricultural and forestry companies. Continue selling off shares of state-owned enterprises where the State does not need to hold them through market mechanisms and use part of the proceeds for development investment, accelerate the progress, complete, and ensure the quality of key national programs, projects, and infrastructure works, transportation, health, and education facilities. Perfect policies to enhance the efficiency of management, exploitation, and maintenance of infrastructure. Promote decentralization in management and socialization of resources linked with strengthening supervision to ensure effective use of development investment capital.
Submit to the National Assembly the Economic Restructuring Plan for the 2016-2020 period. Review, issue, and supplement strong policies to promote the implementation of the Agricultural Sector Restructuring Program to significantly improve production indices, competitiveness, market stability, and production linkage models, and continue improving farmers' income. Review and supplement policies for the development of supporting industries, high-tech industries, high-tech agriculture, small and medium-sized enterprises, and entrepreneurship. Modernize and rapidly develop high-value-added services. Continue reviewing and perfecting the legal framework for restructuring, handling cross-shareholdings, and bad debts. Facilitate the operations of credit institutions and the Vietnam Asset Management Company (VAMC) in accordance with international practices and standards. Strengthen supervision over the ownership and management transfer of weak credit institutions; regularly inspect, supervise, and promptly and strictly handle any violations according to the law; ensure the safety of commercial banks.
5. Continue to improve and effectively implement state support mechanisms and policies for war veterans, the poor according to new poverty standards, ensuring social security, enhancing social welfare, and better addressing supply and demand in the labor market. Continue to promote educational and training reforms to improve human resource quality and address employment issues. Combine the New Rural Development Program and sustainable poverty reduction with support policies for ethnic minorities and mountainous areas, difficult regions; encourage businesses to invest in agriculture, rural areas, and economically disadvantaged regions through supportive measures; implement solutions and policies to expand social insurance and health insurance participation; adopt appropriate measures to implement household-based health insurance; focus on reducing hospital overcrowding, improving healthcare quality, and preventive healthcare; strengthen workplace safety and hygiene control; promote the application of scientific and technological progress and vocational skills to enhance labor productivity in each industry; accelerate the shift of labor towards high-value-added economic sectors starting from 2016; continue implementing the resolution No. 77/2014/QH13 dated November 10, 2014 of the National Assembly to place drug addicts without stable residence in compulsory rehabilitation facilities until relevant laws are amended and supplemented.
6. Strengthen management of natural resources and minerals, protect the environment; new exploitation of natural resources and minerals must be conducted through public bidding, transparency, and enhanced inspection, auditing, and supervision by state management agencies and related sectors; strictly handle violations; effectively build and implement programs and targets on disaster prevention and response, climate change adaptation, and increase investment in critical infrastructure to prevent and mitigate losses to people's lives and property; focus on environmental pollution treatment, especially in rural areas, traditional craft villages, local industrial clusters, and river basins; persistently struggle to protect national interests in the sustainable management and use of the Mekong River water resources; accelerate the construction of a unified database system, modern land information system; continue to intensify basic surveys of natural resources, particularly marine resources.
7. Enhance the effectiveness and efficiency of the administrative apparatus and administrative reform; strictly implement Resolution 39 of the Politburo on streamlining staff establishments and restructuring cadres, civil servants, and public officials; strengthen inspections, audits, and supervision of the capacity and attitude in law enforcement, evaluate the actual performance of cadres and civil servants, resolutely remove those who obstruct, exploit benefits, and create difficulties for businesses and citizens; enhance anti-corruption efforts, thrift, and combat waste; improve citizen reception work and the handling of complaints and petitions.
8. Enhance the effectiveness of foreign affairs activities; continue to deepen relations with partners in practical and effective ways; promote state diplomatic activities and people-to-people diplomacy; effectively implement the Party and State’s policy on international integration; implement Resolution No. 1052/NQ-UBTVQH13 dated October 24, 2015 of the Standing Committee of the National Assembly on some orientations, tasks, and solutions to promote international economic integration; proceed with procedures to submit to the National Assembly for approval and develop specific action programs to implement new agreements and the project to implement 17 goals and 169 indicators in the United Nations document "Transforming Our World: The 2030 Agenda for Sustainable Development".
9. Forecast and closely monitor domestic and international situations; closely combine national defense, security, and foreign affairs to proactively address all situations, firmly safeguard national independence, sovereignty, territorial integrity, maintain a peaceful environment for national development; effectively implement the "Vietnam Marine Strategy to 2020", especially Decrees No. 67/2014/NĐ-CP and No. 89/2015/NĐ-CP of the Government on certain policies to develop fisheries, creating significant changes in economic development while ensuring maritime and island defense and security; effectively address pressing social issues; ensure national security and social order; strengthen inspections and strictly handle violations of traffic laws; adopt specific and effective measures to reduce traffic accidents and congestion; actively and effectively prevent and extinguish fires; absolutely ensure the safety of the 12th National Congress of the Communist Party of Vietnam, elections for the National Assembly and People's Councils at all levels; strengthen state management over information and communication; proactively provide information on economic and social conditions, Party guidelines, state policies and laws, and issues of public concern, creating high consensus in society.
IV. IMPLEMENTATION
The Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office shall organize the implementation of this Resolution of the National Assembly effectively within their respective functions.
The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, and National Assembly deputies shall supervise the implementation of this Resolution.
The Central Committee of the Vietnam Fatherland Front, member organizations of the Front, and social organizations established under the law shall supervise and mobilize all strata of the population to implement the Resolution of the National Assembly.
The National Assembly calls upon compatriots, soldiers throughout the country, and overseas Vietnamese to raise the spirit of patriotic emulation, unity, tap internal strength, seize favorable opportunities, overcome difficulties and challenges, and implement the Socio-Economic Development Plan for 2016 to achieve the highest results.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the Thirteenth Session, the Tenth Meeting, on November 10, 2015./.
