PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on State-Owned Enterprises dated November 26, 2003;
Pursuant to Decree No. 38/2007/QD-TTg dated March 20, 2007 of the Prime Minister on issuing criteria and classification list of state-owned enterprises with 100% state capital;
Considering the proposal of the People's Committee of Hoa Binh Province;
DECISION:
Article 1. Approves the restructuring and modernization plan for state-owned enterprises with 100% state capital under the People's Committee of Hoa Binh Province for the period 2008-2010 as follows:
1. The State continues to hold 100% of the charter capital and converts into a limited liability company with one member in 2008:
- Hoa Binh Lottery Company
2. Privatize state-owned enterprises with 100% state capital (2008-2009):
- Hoa Binh Books and School Equipment Company,
- Cuu Long Production Processing Service Company,
- Cao Phong Vegetable and Fruit Company,
- Hoa Binh Water Conservancy Works Exploitation Company,
- Hoa Binh Urban Environmental Services Company,
- Hoa Binh Clean Water Trading Limited Liability Company,
- Kim Boi Mineral Spring Tourism Limited Liability Company,
- Hoa Binh Investment and Development Housing and Urban Limited Liability Company.
Article 2. Chairman of the People's Committee of Hoa Binh Province:
1. Based on the provisions of Decision No. 38/2007/QD-TTg dated March 20, 2007 of the Prime Minister on issuing criteria and classification list of state-owned enterprises with 100% state capital, decides the proportion of state-held shares in privatized enterprises.
2. Directs the continued implementation of Decision No. 160/2006/QD-TTg dated July 3, 2006 of the Prime Minister on approving the restructuring and modernization plan for state-owned farms and forests under the People's Committee of Hoa Binh Province and this Decision.
Article 3. Ministries: Finance, Planning and Investment, Labor - Invalids and Social Affairs, Home Affairs and related agencies shall be responsible for coordinating with the People's Committee of Hoa Binh Province in implementing this Decision.
The Steering Committee for Enterprise Reform and Development shall be responsible for directing, urging, guiding, and monitoring the implementation.
This Decision takes effect from the date of signature. The Chairman of the People's Committee of Hoa Binh Province and heads of related agencies are responsible for enforcing this Decision./.
