Regarding the amendment of Section 3, Article 1 of the Regulation on managing foreign delegations and delegations from abroad entering our country issued pursuant to Decree No. 12/CP dated December 1, 1992.
Considering the report No. 8136/HSSV dated December 17, 1992 of the Minister of Education and Training; the opinion of the Ministry of Home Affairs in the letter No. 611-A11 dated January 8, 1993 regarding the request for permission to amend Section 3, Article 1 of the Regulation on managing our delegations going abroad and delegations from abroad coming to our country issued together with Decree No. 12-CP dated December 1, 1992,
PRIME MINISTER
- The concept of "personal affairs" mentioned in Section 3, Article 1 of the Regulation on managing our delegations going abroad and delegations from abroad coming to our country issued pursuant to Decree No. 12-CP dated December 1, 1992 does not include Vietnamese citizens studying abroad under their own arrangements.
DECISION:
Article 1. Vietnamese citizens studying abroad, including those studying under their own arrangements, shall be considered and decided upon by the Ministry of Education and Training in accordance with Directive No. 270-CT dated July 23, 1992 of the Chairman of the Council of Ministers (now the Prime Minister).
- The Minister of Education and Training, the Minister of Home Affairs, the Minister of Foreign Affairs; heads of ministries equivalent to ministries, agencies under the Government; Chairmen of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
Article 2. - The Minister of Education and Training, the Minister of Public Security, the Minister of Foreign Affairs; Heads of ministerial-level agencies, agencies under the Government; Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
