Approve the salt production and circulation plan to 2000-2010

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Considering the proposal of the Ministry of Trade in the report No. 1681-TM/KH dated April 16, 1997;

Considering the review opinion of the Ministry of Planning and Investment in the document No. 6695/BKH-VPTĐ dated October 23, 1997,

DECISION:

Article 1. Approve the salt production and circulation plan to 2000-2010 with the main contents as follows:

1. Objectives of the Plan:

To determine the overall salt production and circulation nationwide from now until 2010, ensuring sufficient salt for domestic consumption needs and salt products for production and export requirements.

2. Scale of Salt Industry Development:

By 2000, produce approximately 1,100,000 tons of edible and industrial salt of quality.

By 2010, reach approximately 2,000,000 tons of salt and salt products.

3. Area and Allocation of Main Salt Regions:

a. Expand and improve existing salt fields in the North, Central region, and effective salt fields in the South to meet the increasing demand for quantity and quality of edible salt for the people.

b. Efficiently utilize coastal lands and low-yield agricultural lands in Central provinces to build new advanced technology-based salt production facilities to supply domestic production needs and for export.

c. Areas of Main Salt Regions:

Edible salt production in the North and South: about 6,500 hectares.

Industrial salt production in the Central region: about 14,000 hectares, mainly in the following provinces:

Ninh Thuan: about 4,500 hectares.

Binh Thuan: about 3,500 hectares.

Quang Nam - Da Nang: about 3,000 hectares.

4. Estimated total investment: 1,466 billion VND.

5. Sources of funding:

State budget support for public enterprises producing edible salt and salt producers facing many difficulties.

Own capital of enterprises.

Credit capital and funds raised from organizations, individuals belonging to various economic sectors and foreign capital.

For industrial salt production, use own capital of enterprises, credit capital, and other sources of domestic and foreign funding to implement.

Article 2. Implementation organization:

Organize the salt production and circulation system under the State Salt Corporation, encourage all individuals, units, and organizations at central and local levels belonging to various economic sectors to produce edible salt, salt for domestic production needs, and export, and participate in the salt circulation and consumption process.

Build storage systems at salt fields, circulation reserve warehouses, and national reserve warehouses.

The Ministry of Trade is responsible for directing the State Salt Corporation to organize edible salt circulation, ensuring circulation reserve salt and national reserve salt supplies.

The State Salt Corporation will develop plans to develop and improve salt fields and related works to achieve planning goals, aligning with the state's policy of industrialization and modernization.

The Ministry of Trade is responsible for researching and building policies to support salt producers, together with relevant ministries, sectors, and provincial People's Committees to direct and inspect the implementation of the approved plan.

This Decision shall take effect fifteen days from the date of signature.

Article 3. Ministers, heads of ministerial-level agencies, agencies under the Government, Chairmen of provincial People's Committees directly under the central government, and General Director of the State Salt Corporation are responsible for implementing this Decision./.
