THE MINISTER OF HEALTH
Pursuant to the Government Decree No. 68/CP dated October 11, 1993, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;
To implement the Resolution of the Politburo No. 14/NQ-TW dated May 15, 1996 on leading the anti-corruption campaign; Decision No. 240/HĐBT dated June 26, 1990 of the Council of Ministers (now the Government) on combating corruption; and Decision No. 114/TTg dated November 21, 1992 of the Prime Minister on urgent measures to prevent and eliminate corruption and smuggling;

Article 1. The Steering Committee for the anti-corruption campaign in the health sector is hereby established, headed by the Minister of Health, and consisting of the following members:

Article 2.- The Steering Committee for the anti-corruption campaign in the health sector shall have the following tasks:
1. Drafting plans to guide, monitor, inspect, and urge the implementation of Resolution No. 14/NQ-TW dated May 15, 1996 of the Politburo on leading the anti-corruption campaign, Decision No. 240/HĐBT dated June 26, 1990 of the Council of Ministers (now the Government) on combating corruption, and Decision No. 114/TTg dated November 21, 1992 of the Prime Minister on urgent measures to prevent and eliminate corruption and smuggling in units under the Ministry. Focus on key areas in the fight against corruption such as land, housing, basic construction, investment cooperation, tendering, finance, and capital management.
2. Cooperating closely with relevant agencies to detect and recommend to competent authorities the handling of corruption cases occurring within the sector.
3. Recommending, monitoring, and urging the handling of officials who violate the law.
4. Summarizing and concluding the implementation of Resolution No. 14/NQ-TW, Decision No. 240/HĐBT of the Council of Ministers, and Decision No. 114/TTg of the Prime Minister.
5. The permanent office of the Steering Committee is located at the Inspectorate of the Ministry of Health, responsible weekly to report to the Minister on the progress of implementing specific plans in units under the Ministry, while assisting the Minister to compile monthly reports to the Politburo and the Prime Minister on the anti-corruption campaign in the health sector.
Article 3.- This Decision takes effect from the date of issuance and replaces Decision No. 463/BYT-QĐ dated March 15, 1993 of the Minister of Health on establishing the Steering Committee for the Campaign to Prevent and Eliminate Corruption and Smuggling in the Health Sector; the Steering Committee for the anti-corruption campaign in the health sector will be dissolved upon completion of its tasks.
Article 4.- Directors of the Office, Heads of the Cadre and Civil Service Department, Heads of related units, and those named in Article 1 are responsible for implementing this Decision.
