ESTABLISHING THE PEOPLE'S POLICE DEPARTMENT UNDER THE MINISTRY OF PUBLIC SECURITY
THE PRIME MINISTER OF THE GOVERNMENT
Considering the need for work;
Based on the proposal of the Minister of Public Security.
DECREE
Article 1: Establishes the People's Police Department under the Ministry of Public Security to unify the construction, management, training, and education of various types of people's police nationwide in terms of professional skills, politics, military affairs, and culture.
The people's police include administrative police (household registration, traffic, firefighting), economic police, armed police.
Specific organization of the national police sector is decided by the Minister of Public Security.
Article 2: Guarding duties at prisons and labor re-education camps currently handled by military guards are now transferred to the people's police.
Article 3: The people's police is a paramilitary force under the public security sector's establishment.
Police officers receive salaries, allowances like civil servants, and are provided uniforms, weapons, and other equipment according to unified standards and models.
Article 4: Detailed implementation of this decree shall be specified by the Ministers of Public Security, Defense, Interior, and Finance.
Article 5: The Ministers of Public Security, Defense, Interior, and Finance are responsible for enforcing this decree.
