PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Regulations on Industrial Zones, Export Processing Zones, and High-Tech Zones issued together with Decree No. 36/CP dated April 24, 1997 of the Government;
Pursuant to Decision No. 519/TTg dated August 6, 1996 of the Prime Minister approving the overall planning for industrial development and infrastructure construction for the period 1996-2010;
Considering the report No. 1248/1998/BKHCNMT-VPCNC dated May 23, 1998 of the Minister of Science, Technology and Environment; accompanied by Circular No. 3072/CV-UB-KT of the People's Committee of Ho Chi Minh City;
At the proposal of the Director of the Board of Management of Industrial Zones of Vietnam,

DECISION:

Article 1. The People's Committee of Ho Chi Minh City is assigned to take the lead in coordinating with the Ministry of Science, Technology and Environment and relevant ministries and sectors to direct the preparation of the overall planning and feasibility study for Phase I of the Ho Chi Minh City High-Tech Zone, to be submitted to the Prime Minister for approval to decide on the establishment of the Ho Chi Minh City High-Tech Zone.

Article 2. To manage the land according to the planning, facilitating subsequent steps, the People's Committee of Ho Chi Minh City is assigned to take the lead in coordinating with the General Department of Land Administration and related entities to determine the specific boundaries of the Ho Chi Minh City High-Tech Zone on maps and key boundary markers on the ground, with a total area of 800 hectares in District 9 of Ho Chi Minh City, including 300 hectares for Phase I (until 2005) and 100 hectares by 2000.

Article 3. The People's Committee of Ho Chi Minh City is assigned to take the lead in developing resettlement plans to facilitate land clearance for the Ho Chi Minh City High-Tech Zone during Phase I and subsequent phases.

Article 4. The Ministry of Planning and Investment is assigned to take the lead in coordinating with the Ministry of Finance, the Ministry of Science, Technology and Environment, and the People's Committee of Ho Chi Minh City to secure funding from the State Budget to enable the People's Committee of Ho Chi Minh City to effectively carry out the tasks stipulated in Articles 1, 2, and 3 above.

Article 5. This Decision takes effect fifteen days from the date of signature. The Ministers of Science, Technology and Environment, Planning and Investment, Finance, Construction, Agriculture and Rural Development, the Director of the Board of Management of Industrial Zones of Vietnam, the Chairman of the People's Committee of Ho Chi Minh City, the Director of the General Department of Land Administration, and the Heads of relevant agencies within their respective functions and authorities are responsible for implementing this Decision.
