THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
BASED ON THE DECREE NO. 73/CP DATED NOVEMBER 1, 1995 OF THE GOVERNMENT ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT;
BASED ON THE LOAN AGREEMENT 2996-VN AND THE GRANT AGREEMENT TF 021604 OF THE NETHERLANDS SIGNED BETWEEN THE GOVERNMENT OF VIETNAM AND THE INTERNATIONAL DEVELOPMENT ASSOCIATION ON NOVEMBER 8, 1997;
BASED ON THE DECISION NO. 693/TTG DATED AUGUST 27, 1997 OF THE PRIME MINISTER APPROVING THE FEASIBILITY STUDY OF THE FOREST PROTECTION AND RURAL DEVELOPMENT PROJECT IN DONG NAI, BINH PHUOC, LAM DONG, DAC LAK, AND KON TUM;
BASED ON THE DECISION NO. 69/1999/QĐ-BNN-TCKT DATED APRIL 24, 1999 AND THE DECISION NO. 4960/QĐ-BNN-TCKT DATED NOVEMBER 6, 2000 OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT ON THE ISSUE OF BUDGET STANDARDS FOR THE FOREST PROTECTION AND RURAL DEVELOPMENT PROJECT.
CONSIDERING THE REPORT NO. 879/CV/DALN-TCKT DATED SEPTEMBER 19, 2001 OF THE MANAGEMENT BOARD OF FORESTRY PROJECTS.
AT THE RECOMMENDATION OF THE HEAD OF THE FINANCE AND ACCOUNTING DEPARTMENT.
DECISION:
Article 1. NOW WE ISSUE THE BUDGET STANDARDS FOR TRAINING ACTIVITIES, MEETINGS, SEMINARS, EXTENSION ACTIVITIES, FOREST MANAGEMENT AND PROTECTION, AND OPERATING EXPENSES FOR COUNTY WORKING GROUPS, COMMUNE WORKING GROUPS, AND FOREST PROTECTION GROUPS OF THE FOREST PROTECTION AND RURAL DEVELOPMENT PROJECT (SEE ATTACHED ANNEX).
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 3. THE DIRECTOR OF THE MINISTRY’S OFFICE, HEADS OF DEPARTMENTS, DIRECTORS OF AGENCIES, FUNCTIONAL BOARDS UNDER THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT, NATIONAL PROJECT MANAGEMENT BOARD MEMBERS, PROVINCE DIRECTORS, CENTRAL PROJECT DIRECTORS, AND PROVINCE PROJECT DIRECTORS SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS DECISION./.
