Regarding the establishment of the Steering Committee for the National Target Program on Clean Water and Environmental Sanitation in Rural Areas

CPursuant to the Law on Government Organization dated December 25, 2001;
Pursuant to Decision No. 104/2000/QĐ-TTg dated August 25, 2000 of the Government approving the National Strategy on Clean Water and Environmental Sanitation in Rural Areas until 2020;
Pursuant to Decision No. 71/2001/QĐ-TTg dated May 4, 2001 of the Government on national target programs for the period 2001-2005;
Pursuant to Decision No. 42/2002/QĐ-TTg dated March 19, 2002 of the Government on management and implementation of national target programs;
Considering the proposal of the Minister of Agriculture and Rural Development and opinions of relevant ministries and sectors,
Article 1.The Steering Committee for the National Target Program on Clean Water and Environmental Sanitation in Rural Areas for the period 2000-2005 is hereby established to assist the Prime Minister in organizing, directing, and implementing synchronously two tasks of ensuring clean water and protecting the agricultural and rural environment under the National Target Program on Clean Water and Environmental Sanitation in Rural Areas (referred to as the Program) and the National Strategy on Clean Water and Environmental Sanitation in Rural Areas until 2020 (referred to as the Strategy) approved by Decision No. 104/2000/QĐ-TTg dated August 25, 2000 of the Government.
The composition of the Steering Committee for the period 2000-2005 includes the following members:
- Chairperson: Comrade Le Huy Ngo, Minister of Agriculture and Rural Development,
- Deputy Chairperson in charge: Comrade Nguyen Dinh Thinh, Deputy Minister of Agriculture and Rural Development,
- Deputy Chairperson: Comrade Nguyen Van Thuong, Deputy Minister of Health,
- Deputy Chairperson: Comrade Nguyen Thi Kim Ngan, Deputy Minister of Finance.
Members of the Steering Committee are representatives of the following agencies:

By no later than August 5, 2002, the Ministry of Agriculture and Rural Development shall work with participating agencies to finalize the list of members of the Steering Committee for the National Target Program on Clean Water and Environmental Sanitation in Rural Areas for the period 2000-2005.
The Minister of Agriculture and Rural Development, the agency responsible for implementing the Program and the Strategy, shall report to the Prime Minister any changes in the membership of the Steering Committee during the implementation of the Program.
Article 2.The Steering Committee for the Program has the responsibilities and authorities:
1. To assist the Prime Minister in developing plans and activities of the Program and the Strategy, coordinating, guiding, monitoring, and inspecting the implementation of plans and activities by ministries, sectors, and localities; proposing to the Prime Minister that ministries, sectors, and localities promptly organize and effectively implement the two tasks of ensuring clean water and protecting the agricultural and rural environment; proactively handling issues arising during the implementation of assigned tasks within its authority.
The Steering Committee for the Program should promptly work with related agencies to adjust the goals, contents, and solutions of the National Target Program on Clean Water and Environmental Sanitation in Rural Areas approved by Decision No. 237/1998/QĐ-TTg dated December 3, 1998 to be consistent with the targets for providing clean water and environmental sanitation in rural areas by 2005 adopted at the Ninth National Party Congress, submit to the Prime Minister for consideration and decision, and then organize the implementation of the five-year plan for the period 2000-2005 of the National Target Program on Clean Water and Environmental Sanitation in Rural Areas.
2. To submit to the Prime Minister for issuance of the Operation Regulation of the Steering Committee for the Program; coordinating with relevant agencies to develop and submit for approval by competent authorities policies, systems, and measures to synchronously implement the two tasks of ensuring clean water and protecting the agricultural and rural environment under the Program and the Strategy; issuing according to its authority guiding documents and inspecting the implementation of current regulations related to these tasks.
3. To report periodically on the implementation of the Program and the Strategy every three months, six months, nine months, annually, and at the end of the Program and the Strategy; coordinating with relevant agencies to evaluate and certify the results of the implementation of tasks and contents of the Program and the Strategy.
Article 3.The Steering Committee for the Program is located at the Ministry of Agriculture and Rural Development (No. 2 Ngoc Ha, Ba Dinh, Hanoi) and is permitted to use the seal and account of the Ministry of Agriculture and Rural Development.
The Office of the Steering Committee assists in implementing the Program and the Strategy (referred to as the Permanent Office).
The Permanent Office of the Program needs to be organized efficiently and professionally, including a number of specialized and dedicated staff, assisting the Steering Committee for the Program to gather inter-sectoral, inter-regional, domestic and foreign resources; meeting the specific requirements of the Program; clearly defining responsibilities for managing the Program and activities related to clean water and environmental sanitation.
The Minister of Agriculture and Rural Development, who is also the Director of the National Target Program on Clean Water Supply and Environmental Sanitation in Rural Areas, shall specify in detail the functions, tasks, and organizational structure of the Office of the Permanent Secretariat.
Article 4.This Decision shall take effect fifteen days from the date of signature.
Article 5. The Minister of Agriculture and Rural Development, who is also the Director of the National Target Program on Clean Water Supply and Environmental Sanitation in Rural Areas, members of the Steering Committee of the National Target Program on Clean Water Supply and Environmental Sanitation in Rural Areas, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial people's committees under the central government, are responsible for implementing this Decision./.
