PLAN

IMPLEMENTATION PLAN FOR THE PROMOTION OF LEARNING AND FOLLOWING THE EXAMPLE OF PRESIDENT HO CHI MINH'S MORAL EXAMPLE FROM NOW UNTIL 2015 IN ACCORDANCE WITH DIRECTIVE NO. 03-CT/TW, MAY 14, 2011 OF THE POLITICAL BUREAU

Pursuant to Directive No. 03-CT/TW dated May 14, 2011 of the Political Bureau, the Central Committee Secretariat promulgates this plan for the continued promotion of learning and following the example of President Ho Chi Minh's moral conduct from now until 2015 as follows:

I. OBJECTIVES AND REQUIREMENTS

1. Objective

Implementing the Resolution of the Eleventh National Congress of the Party and Directive No. 03-CT/TW of the Political Bureau, continue to promote and make the learning and following of President Ho Chi Minh's moral example a regular task of party organizations, making the entire Party, people, and armed forces deeply understand the great values of President Ho Chi Minh’s thoughts, morality, and style, creating significant and extensive changes in self-cultivation awareness, enhancing revolutionary morality, combating individualism, preventing ideological, moral, and lifestyle degeneration, corruption, and negative phenomena, building a clean and strong Party, contributing to the successful implementation of the Resolution of the Eleventh National Congress of the Party. Building on the achievements made, overcoming the limitations in implementing the movement "Learning and Following the Example of President Ho Chi Minh's Moral Conduct" during the tenth term, further improving the quality and effectiveness of organizing the continued promotion of learning and following President Ho Chi Minh’s thoughts, moral example, and style.

2. Requirements

- - Combining learning and raising awareness with enhancing self-discipline in following President Ho Chi Minh’s thoughts, moral example, and style among each cadre, party member, civil servant, public official, and worker. Combining construction and opposition, encouragement and supervision at all levels of the party committees; promoting the exemplary role of cadres and party members, especially those in leadership positions at all levels, sectors, localities, and units, while strictly adhering to the Party Charter and regulations, state laws, internal rules, and the oversight of the party organization and the people.

- Leading and directing comprehensively and tightly, combining the learning and following of President Ho Chi Minh’s thoughts, moral example, and style with the work of Party building and rectification, ongoing campaigns and movements within the Party and society, and the fulfillment of political tasks in each sector, locality, agency, and unit.

- Clearly defining the guidance on learning and following President Ho Chi Minh’s thoughts, moral example, and style as a regular and very important task for party organizations and party committees, directly for the Standing Committee and the Secretary of the committee, and as a regular task for the entire political system, every cadre, party member, and citizen.

- Strictly implementing the guidance of higher-level party committees, while encouraging the spirit of initiative and creativity in each party organization in sectors, localities, agencies, and units in continuing to promote learning and following President Ho Chi Minh’s moral example.

II. CONTENTS OF ACTIVITIES TO IMPLEMENT DIRECTIVE NO. 03-CT/TW

1. Continuing to organize the study of President Ho Chi Minh’s thoughts, moral example, and style

Content and method of implementation

- : Party committees at all levels organize research and study sessions on topics related to President Ho Chi Minh’s thoughts, moral example, and style in the regular activities of branches and party committees (in accordance with the unified guidelines of the Central Propaganda Department).Based on the general guidelines of the Central Propaganda Department, each level of party committees proactively develops research and study content that aligns with their respective sectors, localities, units, and agencies, linking it to the fulfillment of political tasks, relations with the people, comrades, and colleagues. Widely publicize the study contents through mass media.

- Responsible agency

: The Central Propaganda Department will cooperate with the National Academy of Politics and Public Administration to develop study content on President Ho Chi Minh’s thoughts, moral example, and style for the entire term and each year; compile it into materials to be included in the regular activities of party organizations. The Central Propaganda Department will guide party committees, governments, and mass organizations in organizing the study and research of these contents.- Timeframe for implementation

: By the end of the third quarter of 2011, the Central Propaganda Department will report to the Central Secretariat on the study contents for the entire term and complete the compilation of materials for the 2011 study; by the end of 2011, complete the development of study contents for 2012, and finish compiling the contents and guidance for the next year before the end of the previous year.2. Continuously developing and implementing ethical standards based on President Ho Chi Minh’s thoughts, moral example, and style suitable for the characteristics of each sector, locality, agency, and unit in the current period

: Party committees at all levels review, supplement, and direct the implementation of ethical standards for cadres and party members in their respective localities, agencies, and units according to President Ho Chi Minh’s thoughts, moral example, and style. The Party Cadre Delegation of ministries and sectors will develop professional ethical standards according to President Ho Chi Minh’s thoughts, moral example, and style, and direct their implementation vertically.The Party Cadre Delegation of the Ministry of Education and Training, the Ministry of Labor, Invalids, and Social Affairs, and the main management ministries of educational and vocational training institutions will direct the development and implementation of education on professional ethical standards for cadres, party members, students, and trainees in universities, colleges, secondary schools, and vocational training institutions according to President Ho Chi Minh’s thoughts, moral example, and style.

The National Academy of Politics and Public Administration will develop and implement education on ethical standards according to President Ho Chi Minh’s thoughts, moral example, and style for leaders, managers, cadres, and party members in the academy system and training institutions.

The National Academy of Politics and Public Administration Ho Chi Minh builds and implements moral standards education based on Ho Chi Minh's thoughts, moral examples, and style for leaders and managers, cadres, and party members within the academy system and training schools for cadre development.

: By the end of the third quarter of 2011, the Central Propaganda Department will report to the Central Secretariat on the study contents for the entire term and complete the compilation of materials for the 2011 study; by the end of 2011, complete the development of study contents for 2012, and finish compiling the contents and guidance for the next year before the end of the previous year.In the first quarter of 2011, the Central Propaganda Steering Committee supplemented guidance on building and organizing the implementation of moral standards according to Ho Chi Minh's thoughts, moral example, and style in the current period. By the end of the third quarter of 2011, all levels of party committees, party administrative councils, and party groups will review, supplement, and complete the moral standards for cadres and party members in their respective sectors, localities, agencies, and units according to Ho Chi Minh's thoughts, moral example, and style.

3. Clearly define the exemplary responsibility of cadres and party members, especially leading cadres and heads at all levels, sectors, localities, agencies, and units.

- : Party committees at all levels organize research and study sessions on topics related to President Ho Chi Minh’s thoughts, moral example, and style in the regular activities of branches and party committees (in accordance with the unified guidelines of the Central Propaganda Department).Cadres and party members, especially leading cadres at all levels, should actively play a role as examples in learning and following Ho Chi Minh's thoughts, moral example, and style. Party bodies at the central level assist the Politburo in issuing regulations regarding the exemplary role of cadres and party members, especially key cadres, in learning and following Ho Chi Minh's thoughts, moral example, and style.

: The Central Propaganda Department will cooperate with the National Academy of Politics and Public Administration to develop study content on President Ho Chi Minh’s thoughts, moral example, and style for the entire term and each year; compile it into materials to be included in the regular activities of party organizations. The Central Propaganda Department will guide party committees, governments, and mass organizations in organizing the study and research of these contents.The Central Organization Department will cooperate with the Central Propaganda Steering Committee to develop a code of conduct for cadres and party members, especially leading cadres at all levels, to be submitted to the Politburo for issuance by the end of the third quarter of 2011. Before new guidelines are issued on this issue, continue implementing the requirements of the Political Bureau (10th term) in Circular No. 271-CV/TW dated September 24, 2009, "On Regular Self-cultivation, Training, and Setting Examples in Learning and Following Ho Chi Minh's Moral Example for Leading Cadres at All Levels and Sectors."

The Central Inspection Commission will cooperate with the Central Mass Mobilization Department and the Central Propaganda Steering Committee to build a mechanism for inspection and supervision by party organizations and the people over the self-cultivation and training of morals of cadres and party members, especially leading cadres, to be submitted to the Politburo for issuance by the end of the third quarter of 2011..

4. Incorporate learning and following Ho Chi Minh's moral example into the regular activities of party organizations, linked to effectively implementing the action program to implement the Resolution of the 11th National Congress of the Party, addressing ideological and moral issues causing concern within sectors, localities, and units.

- : Party committees at all levels organize research and study sessions on topics related to President Ho Chi Minh’s thoughts, moral example, and style in the regular activities of branches and party committees (in accordance with the unified guidelines of the Central Propaganda Department).Party organizations will supplement the content of learning and following Ho Chi Minh's thoughts, moral example, and style into the full-term action programs and annual activity plans suitable to the conditions and characteristics of sectors, localities, agencies, and units.

Identify specific contents and ideological and moral issues causing concern within sectors, localities, agencies, and units to focus on directing to achieve concrete results and consolidate confidence among cadres, party members, and the people.

Depending on specific conditions, sectors, localities, agencies, and units choose points to focus on directing, drawing lessons for overall direction.

- Authority responsible: The Central Organization Department will cooperate with the Central Propaganda Steering Committee to guide the inclusion of the content of learning and following Ho Chi Minh's thoughts, moral example, and style in branch meetings (temporarily continuing to implement according to the guidance in Circular No. 3731-CV/BTCTW dated April 16, 2008, of the Central Organization Department); guiding the use of the results of learning and following Ho Chi Minh's thoughts, moral example, and style as one of the criteria for evaluating, reviewing, and classifying party members and party organizations annually, to be submitted to the Politburo for issuance by the third quarter of 2011.

5. Continue building and implementing teaching and learning programs on Ho Chi Minh's thoughts, moral example, and style for students, young adults, cadres, and party members.

- Content and authority to organize implementationThe Party Administrative Council of the Ministry of Education and Training will continue to direct the teaching and learning of Ho Chi Minh's thoughts, moral example, and style at all educational levels; complete the development of curricula and textbooks on Ho Chi Minh's morality for teaching in the national education system.

The Ho Chi Minh National Academy of Politics and Public Administration will quickly complete the development of curricula and textbooks on Ho Chi Minh's thoughts, moral example, and style for teaching in the academy system, political schools, and cadre training and development institutions at all levels.

- Implementation periodFrom 2011 to mid-2012, complete the compilation of course content. Starting from the 2012-2013 academic year, implement teaching in the school system.

Educating morality and lifestyle for the younger generation according to Ho Chi Minh's thoughts, moral example, and style.

- : Party committees at all levels organize research and study sessions on topics related to President Ho Chi Minh’s thoughts, moral example, and style in the regular activities of branches and party committees (in accordance with the unified guidelines of the Central Propaganda Department).Party committees at all levels, the Communist Youth Union of Ho Chi Minh, and the Vietnam Youth Federation will develop specific plans for educating morality and lifestyle for the younger generation according to Ho Chi Minh's thoughts, moral example, and style. The Central Communist Youth Union of Ho Chi Minh will launch youth movements following Ho Chi Minh's thoughts, moral example, and style, organizing diverse and attractive forms.

- Implementation periodBy the first quarter of 2011, complete the plan for implementation.

7. Regular inspection, mid-year review, and annual summary of the work of learning and following Ho Chi Minh's thoughts, moral example, and style.

- Inspection content, mid-year review, annual summaryEvaluate the organization and implementation of the work by party committees at all levels according to the guidance of the central level and higher-level party committees; the positive impact of continuing to promote learning and following Ho Chi Minh's thoughts, moral example, and style on political, economic, and social life and the fulfillment of political tasks in sectors, localities, agencies, and units; identify good models and effective methods; commend outstanding examples in learning and following Ho Chi Minh's thoughts, moral example, and style in localities and units; criticize and correct deviant perceptions and unexemplary actions; make recommendations to the Standing Committee of the party committee and the Politburo on the content and form of organization for effectively learning and following Ho Chi Minh's thoughts, moral example, and style in the future.

Submit the final report to the propaganda department of the higher-level party committee and the Central Propaganda Steering Committee for consolidation and reporting to the Political Bureau and the Politburo.

The annual summary meeting on studying and following President Ho Chi Minh's thoughts, moral examples, and style will be combined with commendation ceremonies for outstanding collectives and individuals.

Party committees at all levels regularly organize meetings and combine inspections, paying particular attention to places where pilot projects are being carried out, reviewing mid-year progress and annual summaries on studying and following President Ho Chi Minh's thoughts, moral examples, and style in various sectors, localities, agencies, and units; reporting the results of inspections to higher-level party committees according to the guidelines of the Central Propaganda Department.

: The Central Propaganda Department will cooperate with the National Academy of Politics and Public Administration to develop study content on President Ho Chi Minh’s thoughts, moral example, and style for the entire term and each year; compile it into materials to be included in the regular activities of party organizations. The Central Propaganda Department will guide party committees, governments, and mass organizations in organizing the study and research of these contents.: The Central Propaganda Department will provide unified guidance on annual and term-end inspection, review, and summary work. Party committees at all levels will develop and implement plans for inspection, review, and summary at their respective localities, sectors, agencies, and units.

8. Strengthen propaganda on studying and following President Ho Chi Minh's thoughts, moral examples, and style in conjunction with commemorating major holidays.

- Content, methods, and timeframes for implementation: Continue to intensify and regularly promote President Ho Chi Minh's thoughts, moral examples, and style, the situation of implementation, and exemplary cases in studying and following his thoughts, moral examples, and style through diverse, rich, and convincing forms.

News agencies, press, and media organizations will establish dedicated sections, columns, and programs to regularly promote studying and following President Ho Chi Minh's thoughts, moral examples, and style, concurrently with promoting major holidays and anniversaries of the Party and the country.

The Central Steering Committee for Commendation and Reward, the Ministry of Home Affairs will cooperate with the Central Propaganda Department to develop guidelines on forms of commendation for collectives and individuals with outstanding achievements and exemplary cases in studying and following President Ho Chi Minh's thoughts, moral examples, and style, to be submitted to the Secretariat for issuance in November 2011..

On the occasion of President Ho Chi Minh's birthday every year on May 19, organize meetings with outstanding collectives and individuals in studying and following President Ho Chi Minh's thoughts, moral examples, and style at the district, provincial, and equivalent levels, introduce some outstanding collectives and individuals to the locality, sector, agency, and unit, participate in the Central Conference on Exemplary Cases in Studying and Following President Ho Chi Minh's Thoughts, Moral Examples, and Style. The Central Propaganda Department will develop specific guidelines on this matter, to be submitted to the Secretariat for approval in September 2011..

Continue to promote activities of creating and promoting literary, artistic, and journalistic works on the theme "Studying and Following President Ho Chi Minh's Moral Examples." Assign the Central Propaganda Department to lead and coordinate with relevant agencies to organize Awards for Creating and Promoting Literary, Artistic, and Journalistic Works on the Theme "Studying and Following President Ho Chi Minh's Moral Examples" (specific guidelines will follow).

Link "building" with "fighting"; in propaganda work, actively criticize and correct deviant perceptions, unmodel-like actions, inconsistency between words and deeds, non-serious implementation of Directive No. 03-CT/TW of the Politburo; struggle against false views that distort history, and criticize manifestations of bureaucracy, corruption, and waste.

Intensify propaganda and implementation of activities on studying and following President Ho Chi Minh's thoughts, moral examples, and style among cadres, party members, students, overseas workers, and overseas Vietnamese communities.

The Central Propaganda Department will direct and guide propaganda work on studying and following President Ho Chi Minh's thoughts, moral examples, and style.

III. IMPLEMENTATION

1. The organization and implementation of studying and following President Ho Chi Minh's thoughts, moral examples, and style at the central level shall be directly led by the General Secretary and the Secretariat; at localities and units, it shall be directly led by the secretaries and standing committees of the party committees at all levels. The propaganda departments at all levels are the permanent bodies of the party committees responsible for organizing and directing the study and practice of President Ho Chi Minh's thoughts, moral examples, and style.

At the central level, establish a working group assisting the Secretariat (including seven full-time staff) located at the Central Propaganda Department. In localities and sectors, establish working groups assisting the standing committees of the party committees at all levels regarding studying and following President Ho Chi Minh's thoughts, moral examples, and style, located at the propaganda departments of the party committees, operating under the direction of the party committees, and directly under the leadership of the standing committees. The deputy head of the propaganda department serves as the head of the working group. For ministries, sectors, the Vietnam Fatherland Front, and mass organizations, appoint a vice minister (or a deputy leader in the management board) who is a member of the party committee or party group as the head of the working group.

Assign the Central Propaganda Department to coordinate with the Central Organization Department to develop unified guidelines nationwide on the organizational structure and operational regulations of the working groups.

2. Based on the Plan of the Secretariat, Guidelines of the Central Propaganda Department, instructions from higher-level party committees, and specific requirements and conditions of the sectors, localities, agencies, and units, party committees at all levels will develop term and annual plans for implementing studying and following President Ho Chi Minh's thoughts, moral examples, and style. During implementation, party committees at sectors, localities, agencies, and units need to demonstrate initiative and creativity, select appropriate and lively content and forms of organization to achieve high and practical effectiveness.

The Central Military Commission, the Central Public Security Party Committee will develop plans to promote studying and following President Ho Chi Minh's thoughts, moral examples, and style suitable for armed forces. Party committees under the direct leadership of the Central Committee will implement studying and following President Ho Chi Minh's thoughts, moral examples, and style in subordinate party organizations.

The Party Cadre Group and the leadership of ministries and sectors shall direct the study and emulation of President Ho Chi Minh's thoughts, moral examples, and style within their respective fields, coordinating synchronously with the implementation plans of localities.

3. The Central Party Office and the Ministry of Finance shall provide guidance on the budget for implementing activities related to the study and emulation of President Ho Chi Minh's thoughts, moral examples, and style. In the short term, this shall be carried out according to Circular Joint No. 99/2008/TTLT-BTC-VPTW dated October 30, 2008, issued by the Ministry of Finance and the Central Party Office regarding the management and use of activity budgets for the Implementation Steering Committee of the "Study and Emulation of President Ho Chi Minh's Moral Examples" campaign at all levels.

Party committees at all levels shall thoroughly grasp and strictly implement this plan./.
