DECISION
ON THE ESTABLISHMENT OF A FUND TO SUPPORT AND ENGAGE OVERSEAS VIETNAMESE COMMUNITIES

Pursuant to the Government Organization Law dated December 25, 2001;
Based on the proposal of the Minister of Foreign Affairs (document No. 2329-CV/NG-UBNVN dated September 13, 2002) and the Minister of Finance (document No. 11448/TC-CSTC dated October 24, 2002),
DECIDES:
Article 1. To establish a Fund to support and engage overseas Vietnamese communities under the Ministry of Foreign Affairs.
Article 2. The operational capital of the Fund shall be formed from state budget allocations, various sources of funding, grants, and contributions from overseas Vietnamese communities, as well as other sources.
The state budget will allocate VND 7 billion for initial operating expenses. Additional annual funding for the Fund will be provided based on the approved budget estimates for implementing projects after deducting financial resources obtained through funding, grants, and contributions from overseas Vietnamese communities and other sources.
Article 3. The Ministry of Foreign Affairs shall be responsible for managing the organization and operations of the Fund; coordinating with the Ministry of Finance to issue regulations governing the operation of the Fund.
Article 4. This Decision takes effect from the date of issuance. Ministers of Foreign Affairs and Finance are responsible for implementing this Decision./.
