Pursuant to Decree No. 22/CP dated March 22, 1994 of the Government stipulating the tasks, powers, responsibilities for state management and organizational structure of the Ministry of Transport;

Article 1: Now hereby promulgating with this Decision the "Technical Maintenance and Repair Regulations for Motor Vehicles".

Article 2: This Decision shall take effect fifteen days from the date of publication in the Official Gazette. The Decision No. 694/QĐ/KT4 dated March 20, 1979 on the Regulations for Maintenance and Repair of Motor Vehicles and Trailers (22TCN 99-79) is hereby repealed.

Article 3: The Head of the Ministry's Office, the Director of the Science and Technology Department, the Director of the Legal Transportation Department, the Director of the Vietnam Highway Administration, the Director of the Vietnam Vehicle Inspection Administration, the Directors of the Departments of Transport and Public Works of the Provinces and Cities directly under the Central Government, Heads of relevant units, owners of vehicles, and drivers are responsible for implementing this Decision./.

 

REGULATIONS

TECHNICAL MAINTENANCE AND REPAIR OF MOTOR VEHICLES

Chapter 1:

GENERAL PROVISIONS

Article 1: Scope of Regulation

This document regulates technical maintenance (hereinafter referred to as maintenance) and repair of motor vehicles to unify technical maintenance and repair regimes for motor vehicles under operational conditions in Vietnam, aiming to meet safety and environmental protection standards; ensuring the conditions for motor vehicles to participate in traffic.

Article 2: Applicability

These regulations apply to all types of motor vehicles, semi-trailers (semi-trailers), trailers participating in road traffic (hereinafter collectively referred to as motor vehicles).

Article 3: Definitions

In these provisions, the following terms are understood as follows:

1. Motor vehicle maintenance refers to preventive work carried out compulsorily after a certain operating cycle during the operation of motor vehicles according to predefined tasks aimed at maintaining the good technical condition of motor vehicles;

2. Motor vehicle maintenance cycle refers to the distance traveled or the period of operation between two maintenance sessions.

3. Motor vehicle repair refers to work restoring the operational capability of motor vehicles by repairing or replacing damaged parts, assemblies, sub-assemblies, and systems.

4. Motor vehicle technical diagnosis refers to inspection of the technical condition of motor vehicles, assemblies, and systems without disassembly, considered a technological process in technical maintenance and repair of motor vehicles.

5. Motor vehicle running-in (rodage) refers to the phase of smoothing out components assembled in assemblies to improve the quality of contact surfaces of components, detect defects in the assembly of components and sub-assemblies of motor vehicles.

Article 4: General Provisions on Technical Maintenance and Repair of Motor Vehicles

1. The performance and technical condition of motor vehicles are maintained through compulsory technical maintenance and necessary repairs.

2. Before conducting maintenance or repair, a technical inspection of the motor vehicle must be performed to determine appropriate solutions.

3. When a motor vehicle reaches the maintenance cycle specified, maintenance work must be carried out.

4. Based on the requirements of the manufacturer and the specific conditions of motor vehicle operation (operational terrain, regional division, climate, technical requirements) to plan appropriate maintenance and repair cycles.

Chapter 2:

MOTOR VEHICLE MAINTENANCE

Article 5: Content of automobile maintenance

Maintenance includes the following tasks: Cleaning, diagnosis, inspection, adjustment, tightening, oil change, grease application, coolant top-up, battery fluid replenishment.

Article 6: Classification of maintenance.

Based on the maintenance cycle and the scope of work, technical maintenance of automobiles is divided into two levels:

- Daily maintenance (routine maintenance), abbreviated as: BDHN

- Periodic maintenance, abbreviated as: BDĐK

Article 7: Daily maintenance

Daily maintenance is the responsibility of the driver, co-driver, or workers at the maintenance station and is carried out before or after the vehicle's daily operation, as well as during operation. The content of the work performed for automobiles is specified in Appendix 1, while for trailers and semi-trailers it is specified in Appendix 2.

Article 8: Periodic maintenance

Periodic maintenance is the responsibility of workers at the maintenance station and is carried out after a period of vehicle operation determined by the distance traveled or operational time. The content of the work performed for automobiles is specified in Appendix 1, while for trailers and semi-trailers it is specified in Appendix 2.

Article 9: Period of periodic maintenance

1. The period of periodic maintenance is calculated based on the distance traveled or operational time of the automobile, whichever comes first.

2. Periodic maintenance is conducted as follows:

a. For automobiles with manufacturer's operating instructions, the periodic maintenance period must be calculated according to the manufacturer's specifications.

b. For automobiles without operating instructions, the periodic maintenance period must be calculated based on the distance traveled or operational time of the automobile as specified in Table 1.

3. For automobiles operating under difficult conditions (mountainous areas, coastal areas, construction sites, etc.), a factor of 0.8 should be applied to the maintenance period specified in Clause 2 of this Article.

4. For specialized automobiles and specialized trucks (crane trucks, fuel transport trucks, refrigerated trucks, fire trucks, lift trucks, rescue trucks, etc.), the maintenance cycle and work content for specialized systems and equipment should be determined based on their usage characteristics and manufacturer guidelines, in addition to the parts of the automobile already specified in this document.

5. For new automobiles or automobiles after major repairs, running-in maintenance must be performed during the smooth running-in period to improve the quality of the friction surfaces of moving components, reduce wear and tear, and extend the lifespan of the automobile's assemblies and systems.

a. For new automobiles, technical guidance and maintenance procedures from the manufacturer must be strictly followed.

b. For automobiles after major repairs, the smooth running-in period is defined as the first 1500 kilometers, during which maintenance must be performed at the 500-kilometer and 1500-kilometer marks.

The content of the work during this period is specified in Appendix 3.

6. When an automobile reaches its scheduled maintenance period, maintenance must be performed. The permissible deviation cannot exceed 5% of the predetermined period.

Article 10: Establishment and management of periodic maintenance procedures for automobiles

a. Units and maintenance stations must base their maintenance procedures on the requirements for maintenance, organize quality control and acceptance of work in the maintenance process, and provide technical records to ensure the quality and content of maintenance.

b. Each step in the maintenance procedure for automobiles must be undertaken by trained and instructed technicians.

Article 11: Inspection of Motor Vehicles

1. Before and after maintenance work, there must be an inspection record confirming the technical condition of the motor vehicle.

2. When putting the motor vehicle into use, the results of regular maintenance must be confirmed by the person responsible for the unit or maintenance station and recorded in the maintenance management logbook.

The contents of the maintenance management logbook are specified in Appendix 5.

Chapter 3:

REPAIRS

Article 12: Content of Repairs

Repairing motor vehicles includes tasks such as inspection, diagnosis, disassembly, adjustment, restoration of parts, replacement of part assemblies, and sub-assemblies of the motor vehicle.

Classification of parts, basic parts, main parts, and sub-assemblies is determined correspondingly in Table 2.

Article 13: Classification of Repairs

Based on the nature and content of the work, repairs of motor vehicles are divided into two types:

1. Minor repair: involves repairing parts that are not basic parts within the sub-assembly or system to eliminate or correct faults and malfunctions that occur during the use of the motor vehicle. These tasks are carried out at maintenance stations or workshops.

2. Major repair is divided into two categories:

a. Major repair of sub-assemblies involves restoring basic parts and main parts of that sub-assembly.

b. Major repair of motor vehicles involves repairing and restoring five or more sub-assemblies simultaneously or repairing the engine and frame of the motor vehicle at the same time.

The content of work and regulations for major repair of sub-assemblies and motor vehicles are specified in Appendix 4.

Article 14: Organization of Repairs Includes:

1. Repairing parts, assemblies, components, and sub-assemblies of motor vehicles.

2. Ensuring or providing conditions to supply promptly new parts, assemblies, systems, or repaired sub-assemblies meeting technical standards according to the list specified in Table 3.

Article 15: Technical Management of Total Assemblies

When replacing total assemblies, the technical condition of the total assembly must be clearly recorded in the logbook for management of maintenance and repair of automobiles.

Chapter IV: Responsibility for Implementation

Article 16: Responsibilities of Management Agencies.

Organize, disseminate guidance, inspect and monitor the implementation of this regulation for units, repair stations, automobile repair factories, and related entities.

Article 17: Responsibilities of Automobile Owners and Drivers:

1. Before putting the automobile in motion, check the technical condition to ensure that all systems of the automobile operate stably.

2. Conduct technical inspections of the automobile before and after each trip or at the end of each day's operation to fully understand the technical condition of the automobile. Timely detect and rectify any malfunctions to ensure the safe and stable operation of the automobile, especially the braking system, steering system, and lights.

3. Fully and correctly implement the requirements and contents stipulated in this regulation.

4. Clearly follow and strictly adhere to the maintenance cycle to maintain the technical condition of the automobile according to the prescribed standards when participating in road traffic. Regularly and comprehensively record the performance and technical condition into the logbook for management of maintenance and repair of automobiles.

Article 18: Responsibilities of Units, Repair Stations, and Automobile Repair Factories:

1. Have sufficient conditions regarding capacity and necessary equipment to ensure the quality of maintenance and repair work.

2. Develop and organize the implementation of technical procedures for maintenance and repair suitable for each type of automobile.

3. Ensure the quality of maintenance and repair of automobiles and total assemblies meet safety and environmental protection technical standards.

4. Use specialized equipment and advanced technical measures to ensure safety and quality in maintenance and repair work.

5. Implement measures to collect and process waste and scrap (oil, grease, rubber...), ensuring no environmental pollution.

ANNEX 1

CONTENTS OF AUTOMOBILE TECHNICAL MAINTENANCE

A. DAILY MAINTENANCE (DM)

I. INSPECTION AND DIAGNOSIS

1. The inspection and diagnosis of automobiles are carried out in static state (engine not running) or dynamic state (engine running, possibly moving).

2. Observe the entire exterior and interior of the automobile, identify defects in the driver's cabin, cargo compartment, windshields, rearview mirrors, license plates, window lift mechanisms, doors, engine hood, frame, springs, tires, and tire pressure, lift mechanisms (if any), and trailer towing equipment...

3. Inspect the electrical system: battery, stability of instruments in the driver's cabin, signal lights, headlamps, low beams, brake lights, horn, wipers, window washing mechanism, ventilation system...

4. Inspect the steering system: free play of the steering wheel, operational status of the power steering unit, steering angle.

5. Inspect the braking system: free play of the brake pedal, operational status and sealing of the master cylinder, air/oil lines, braking effectiveness...

6. Inspect the stable operation of the engine, assemblies, and other systems (fuel supply system, lubrication, cooling, main transmission, lift mechanisms...).

II. LUBRICATION AND CLEANING

7. Check the oil level of the engine, main transmission, and steering gear. If insufficient, top up.

8. Check the coolant level, electrolyte solution...

9. Check the compressed air tank, fuel tank, primary fuel filter, oil filter.

10. For diesel engines, check the high-pressure pump oil level and governor.

11. Clean the entire automobile, driver's cabin, mats, and seats, cargo compartment. Wipe clean the windshields, rearview mirrors, headlamps, low beams, brake lights, license plates.

B. REGULAR MAINTENANCE (RM)

I. RECEPTION WORK FOR AUTOMOBILES AT THE MAINTENANCE STATION

1. Wash and clean the automobile.

2. Initial inspection and diagnosis work is conducted as in Section I of DM, based on which a technical condition report of the automobile is established.

II. INSPECTION, DIAGNOSIS, TIGHTENING, AND ADJUSTMENT OF ASSEMBLIES, TOTAL ASSEMBLIES, AND SYSTEMS ON THE AUTOMOBILE. INCLUDING THE FOLLOWING TOTAL ASSEMBLIES AND SYSTEMS:

Engine, cooling system, lubrication system, fuel supply system, valve train system

1. Inspect and diagnose the technical condition of the engine and related systems.

2. Remove the coarse oil filter, drain sediment, clean thoroughly. Remove and inspect the centrifugal oil filter, clean it. Change engine lubricating oil and air compressor oil according to the cycle, grease the water pump bearings. Check the oil pressure.

3. Inspect and clean the fuel tank. Clean the coarse filter, replace the fine filter element.

4. Inspect and tighten bolts and nuts on the engine cover, air compressor, chassis, clutch housing, intake and exhaust pipes, and other joints.

5. Remove and inspect the air filter. Clean the air filter of the air compressor and vacuum booster. Check the cab ventilation system.

6. Change lubricating oil for the high-pressure fuel pump and governor of the diesel engine.

7. Clean the radiator surface, fan, radiator fins, outer surface of the engine, clutch housing, transmission housing, flush the radiator.

8. Inspect the fan guard, cooling system condition, radiator leakage, connections in the system, thermostat, radiator grille.

9. Inspect and adjust valve clearance; belt tension for the fan drive, water pump, air compressor.

10. Inspect the water pump shaft play, pulley drive...

11. Inspect cylinder pressure of the engine. If necessary, inspect the valve seal, piston group, and cylinder.

12. Inspect the bearing clearance of the transmission shaft, crankshaft if necessary.

13. Inspect the fuel supply system; check the fuel lines; fuel tank; tighten connections, brackets; check for leaks in the entire system; check the linkage and operating condition of the fuel supply system control mechanisms; check the working pressure of the fuel pump.

For gasoline engines:

a. Inspect the fuel pump, carburetor. Disassemble, clean, and adjust if necessary.

b. Adjust the idle speed of the engine.

c. For gasoline engines using direct injection fuel systems, check the operation of the entire system.

For diesel engines:

d. Inspect and tighten brackets for the high-pressure pump, injectors, fuel filter, fuel supply lines, accelerator pedal bracket.

đ. Inspect injectors, high-pressure pump if necessary, calibrate on specialized equipment.

e. Check the operation of the high-pressure pump gear control mechanism, governor, and if necessary, adjust the fuel injection start point of the high-pressure pump.

g. Start the engine, check the engine emissions, adjust the idle speed according to the permitted standard to prevent environmental pollution.

Electrical System

14. Inspect the entire electrical system. Tighten all connector plugs to the starter motor, generator, voltage regulator, control panel, gauges, and other components.

15. Clean the exterior of the battery, clear the vent holes. Check the voltage, level, and electrolyte concentration; if insufficient, top up with water or recharge the battery as needed. Tighten the terminals and battery holder.

16. Inspect and clean the outside of the regulator, generator, starter, voltage regulator, semiconductor ignition system, high-tension leads, spark plug, wiper, and fan. Lubricate as specified.

17. Inspect and adjust the clearance between the valve spring seat, clean and adjust according to specifications.

18. Inspect and clean the spark plug electrodes, adjust the gap between the two electrodes of the spark plug.

19. Adjust the tension of the drive belt for the generator, inspect and adjust the relay operation.

20. Inspect the fuse box, all lights; if burnt out or damaged, replace them. Adjust the headlight beam height to meet the regulations.

21. Inspect the horn, tighten the horn mount, adjust the horn if necessary.

22. Inspect switches and contact points to ensure stable electrical system operation.

Clutch and Transmission Shaft

23. Inspect and adjust the clutch pedal, return spring, and free travel of the pedal.

24. Inspect the couplings, drive mechanism, and clutch transmission system. For hydraulic clutches, check the seal of the system and the drive mechanism's function, tighten the clutch pedal bracket.

25. Inspect the wear of the clutch. Replace if necessary.

26. Inspect and tighten the bolts on the transmission cover, coupling bolts, and shafts. Clean the surface of the transmission, clutch, and shafts.

27. Inspect the clearance of the gear spline bearing, shaft roller bearing, and intermediate bearing.

28. Inspect the overall normal operation of the clutch, transmission, and shafts. If deficiencies exist, readjust. Ensure that oil and grease shields are tightly sealed.

29. Inspect the oil level in the transmission and clutch drive mechanism. Top up if insufficient.

30. Grease the specified lubrication points according to the manufacturer's diagram.

Drive Axle and Main Power Transfer

31. Inspect the total clearance of the main power transfer. Adjust if necessary.

32. Inspect the seal of mating surfaces. Tighten securing bolts. Inspect the oil level in the drive axle housing. Top up if insufficient.

Front Axle and Steering System

33. Inspect the toe-in of the steering wheels and tire wear. Rotate tires as required if necessary.

34. Drain oil from the frame, lubricate the leaf spring pin, steering knuckle, chassis base. Apply graphite grease to the leaf spring slot.

35. Lubricate according to the manufacturer's specified diagram.

36. Inspect the front axle shaft or front wheel shaft, hub bearing clearance, change grease, and adjust as required.

Inspect the steering knuckle pin, drive shaft pin (universal joint). If clearance exceeds the allowable standard, readjust or replace.

37. For vehicles using independent suspension systems, inspect the condition of the springs, torsion bars, rubber bushings, and mounting brackets.

38. Inspect the seal of the steering column housing, steering shaft support, steering joints, and hydraulic power steering system. Repair leaks and top up if necessary.

39. Inspect the steering shaft clearance, steering wheel free play. Readjust if exceeding the allowable standard.

40. Inspect the overall operation of the steering system to ensure safety and stability.

Brake system

41. Inspect the air pressure, operation of the air compressor, throttle valve, safety valve, and tension of the air compressor belt.

42. Inspect and top up brake fluid.

43. Inspect and tighten the connections of the air and oil lines. Ensure the system is sealed and leak-free throughout.

44. Inspect the operation of the power-assisted braking system in air or vacuum-assisted brake systems.

45. Inspect and tighten the air tank hold-down straps, master cylinder bracket, and brake pedal bracket.

46. Remove the drum, inspect the drum, shoes, rotor, return spring, brake hub, anchor pin, and brake hub support. Tighten if loose, replace if worn beyond standards.

47. Inspect the seal of the brake drum in air brake systems or the master cylinder reservoir in hydraulic brake systems. Check the fluid level in the master cylinder reservoir.

48. Adjust the clearance between the drum, rotor, and brake shoe, and the brake pedal free play.

49. Inspect the effectiveness of the parking brake, tighten the supports. Adjust if necessary.

50. Inspect and evaluate the effectiveness of the braking system.

Drive Train, Suspension, and Chassis

51. Inspect the chassis (frame), mudguards, leaf spring tail, leaf spring pin bearing on the chassis, leaf spring assembly, leaf spring, leaf spring strap, leaf spring center bolt, leaf spring pin hold-down bolt. Adjust if misaligned, tighten if loose, clean, paint, and apply preservative grease as required.

52. Inspect the shock absorber operation, tighten the shock absorber hold-down bolts. Inspect the springs and rubber bushings. Replace if broken.

53. Inspect the rims, wheels, and tires, including spare tires. Inflate tires to the standard pressure, rotate tires according to the specified diagram. Remove hard objects stuck in tire treads.

Cab and Cargo Box

54. Inspect and clean the cab, windscreen, doors, windows, mirrors, seat cushions, cab lift mechanism, and grease specified points. Tighten the cab mounting bolts to the chassis. Inspect the ventilation and fan systems.

55. Inspect the cargo box, side walls, tie-down rings, hinges, and mounting brackets. Tighten if loose.

For dump trucks, crane trucks, and specialized vehicles.

56. Inspect the cargo box lifting mechanism, safety and sealing of connections, and oil lines. Stable operation of the hydraulic lifting system.

57. Inspect and tighten the support brackets, power take-off, cargo box mounts, and spare tire lift mechanism.

58. Clean the oil filter tank, vent air from the hydraulic system. Check the oil level in the oil tank. If it is insufficient, add more. Replace the oil according to regulations.

59. Inspect the cables and safety mechanisms for crane trucks.

60. Maintenance contents for special structures and systems must follow the technical guidance of the manufacturer.

ANNEX 2

TECHNICAL MAINTENANCE CONTENTS FOR SEMI-TRAILERS AND TRAILERS

A. DAILY MAINTENANCE (DM)

1. Clean and inspect specialized tools and equipment for trailers and semi-trailers.

2. Inspect the body, frame, springs, chains, safety pins, tire pressure, wheel securing nuts, landing gear, crossbars, and swivel hubs of trailers and semi-trailers.

3. After connecting the trailer or semi-trailer to the truck, check the coupling, drawbar, and safety chain. Test the braking effect and brakes of the trailer or semi-trailer.

4. For single-axle trailers, inspect the landing gear and support brackets.

5. For semi-trailers, inspect the landing gear, lifting mechanism, and swivel hub.

6. Inspect lubrication points. Diagnose the overall condition of the trailer or semi-trailer. Promptly identify and address any deviations to ensure safe and stable vehicle operation.

B. REGULAR MAINTENANCE (RM)

I. CLEANING, INSPECTION, DIAGNOSIS, AND LUBRICATION WORK

1. Clean and drain oil and water from the brake air reservoir.

2. Inspect lights, license plates, safety chains, signal light effectiveness, and brake lights, as well as the chassis.

3. Diagnose the overall technical condition of the trailer or semi-trailer.

4. Lubricate all required points according to the diagram. Drain oil from the chassis and undercarriage of the trailer or semi-trailer. Lubricate the springs.

II. ADJUSTMENT, REPAIR, AND TIGHTENING WORK

5. For trailers with front steering: Inspect the steering mechanism and the technical condition of the front axle. Tighten the bolts securing the steering mechanism, pins, and joints. If the clearance exceeds the technical standard, adjust or replace them.

6. For trailers with swivel hubs: Inspect the technical condition of the swivel hub, rollers, shafts, and bearings. Tighten the nuts securing the swivel hub column. Adjust the toe-in of the front wheels if necessary.

7. For trailer and semi-trailer braking systems.

a. Inspect the braking system's effectiveness. Check the condition and leakage of the brake lines, fittings, and components.

b. Inspect and tighten the bolts securing the chassis, floorboards, and door hinges.

c. Disassemble and clean the brake drums and brake shoes. Inspect the technical condition of the brake drums, brake shoes, brake linings, return springs, bearings, and journals. Replace grease and adjust to meet technical requirements.

d. Tighten the retaining nuts, air tank supports, wire connections, brake drums, shaft supports, brake reservoirs, wheels, and connected assemblies.

e. Adjust the brake shoe-drum clearance and handbrake system if wear exceeds standards and they no longer function effectively, replace them.

8. For semi-trailers.

a. Inspect and diagnose the technical condition of the steering shaft, swivel hub, support, safety pins, landing gear, and semi-trailer coupling mechanism.

b. Promptly repair and calibrate according to specified technical standards.

ANNEX 3

REGULATIONS ON THE USE AND MAINTENANCE OF TRUCKS

DURING BREAK-IN PERIOD

I. BEFORE BREAK-IN

1. Clean the truck, inspect the entire vehicle, ensuring stable operation.

2. Lubricate according to regulations.

3. Inspect and tighten all connections of the engine assembly, complete units, and parts.

II. DURING BREAK-IN

1. The break-in distance is measured in kilometers, following the manufacturer's specifications or Table 1.

2. Speed does not exceed two-thirds of the maximum speed allowed for each gear. Engine speed does not exceed half of its rated speed. Do not exceed two-thirds of the load capacity specified by the manufacturer. Do not tow a trailer.

3. Drive on flat roads. Do not operate on mountainous terrain or complex mining areas (construction sites, logging areas, mines...).

4. Regularly monitor and inspect the technical condition of the engine and other assemblies.

5. After the first 500 kilometers, perform cleaning and oil replacement in the engine cylinders, oil filters, and elements, if necessary.

III. END OF BREAK-IN

1. Perform daily maintenance tasks on the truck.

2. Disassemble and clean the crankshaft housing. Inspect and tighten the bolts securing the bearing caps (without disassembling).

3. Inspect and tighten the cylinder head cover of the engine, compressor, intake manifold, exhaust manifold, and connected parts.

4. Inspect, diagnose, and adjust the valve clearance.

5. Replace the lubricating oil in the engine, transmission, main drive, and air compressor (if applicable).

6. For diesel engines: Inspect and adjust the high-pressure fuel pump stroke limiter, replace the lubricating oil in the high-pressure fuel pump.

7. Prepare a record confirming the technical condition of the truck.

ANNEX 4

CONTENTS AND REGULATIONS FOR MAJOR REPAIRS OF ASSEMBLIES AND TRUCKS

I. ENGINE

1. Disassemble, inspect, classify, repair, or replace damaged parts.

2. Bore and polish cylinders or replace cylinder sleeves, pistons, piston pins.

3. Inspect the curvature of the crankshaft and camshaft.

Grind the crankshaft journals, camshaft journals, and camshaft bearings according to technical standards. Replace bushings and ball bearings. Inspect the balance of the crankshaft.

4. Inspect, classify, and repair components of the air distribution system (valves, guides, rocker arms, push rods, gears...), timing gears, timing chains, valve seats...

5. Inspect and grind the cylinder head surface and cylinder block surface. If the flatness exceeds the standard, grind it flat.

6. Inspect and repair the fuel supply system: fuel filters, fuel pumps, carburetors, fuel lines, and connectors.

For diesel engines: Repair and adjust the high-pressure fuel pump, injectors, governor, and injection angle.

7. Inspect, repair, and replace the engine lubrication system: oil pumps, oil filters, oil coolers, oil lines...

8. Inspect and repair the cooling system: water pumps, fans, pulleys, water lines, radiators, thermostats, radiator fins...

9. Disassemble, inspect, and repair clutch discs, intermediate discs, driven discs, springs, thrust bearings, lines, levers, clutch forks...

II. TRANSMISSION

10. Disassemble, inspect, repair, or replace gear sets, bearings, shafts, bushes, shift levers, synchronizers, intermediate gearboxes...

11. Inspect the seals and gear sets of the speedometer.

12. For hydraulic mechanical transmissions, inspect the pressure of the hydraulic control valves.

III. POWER TRANSMISSION SHAFTS

13. DISASSEMBLE, INSPECT THE CONDITION OF THE BEARINGS, SHAFTS, SPLINES, SHAFT AND THRUST LEVER HOUSING, INTERMEDIATE BEARINGS.

14. INSPECT AND STRAIGHTEN ANY BENT SHAFTS, REPLACE OR REPAIR DAMAGED PARTS, DYNAMICALLY BALANCE THE TRANSMISSION SHAFT WHEN REPAIRING.

IV. DRIVESHAFT

15. DISASSEMBLE, INSPECT THE GEAR PAIRS, DIFFERENTIAL, HALF-SHAFTS, BEARINGS, OIL SEALS, CLUTCHES BETWEEN HALF-SHAFTS... IF DAMAGED, REPAIR, RESTORE OR REPLACE.

16. INSPECT THE DRIVESHAFT HOUSING AT THE SHAFT JOINTS, STRAIGHTEN OR REFORM THE DRIVESHAFT HOUSING.

V. FRONT SHAFT AND STEERING SYSTEM

17. DISASSEMBLE, INSPECT THE FRONT SHAFT CROSSMEMBER, STEERING PINION, STEERING RACK, STEERING ARM, LONGITUDINAL AND TRANSVERSE STEERING LINKS, DRIVESHAFT SPINDLE. IF DAMAGED, REPAIR OR REPLACE.

18. DISASSEMBLE, INSPECT, REPAIR OR REPLACE THE STEERING SHAFT, STEERING WHEEL, GEARS, SPLINES, BEARINGS, STEERING COLUMN BEARING, POWER ASSIST UNIT...

19. INSPECT AND ADJUST THE ANGLE OF THE STEERING PINION, TOE-IN OF THE FRONT WHEELS.

VI. BRAKING SYSTEM

20. FOR AIR BRAKES: DISASSEMBLE, INSPECT, REPAIR OR REPLACE THE MASTER CYLINDER, WHEEL CYLINDERS, AIR DISTRIBUTOR, BRAKE ENHANCER, BRAKE LININGS, BRAKE DRUMS, BRAKE DISCS, SPRINGS, AIR HOSES, BRAKE CABLES.

INSPECT AND ADJUST THE RELIEF VALVES, PRESSURE REGULATORS.

FOR AIR COMPRESSORS: INSPECT, BORE AND POLISH THE CYLINDERS. REPAIR AND GRIND THE SHAFT JOURNALS. INSPECT OR REPLACE THE PISTONS, RINGS, LINERS, BEARINGS. REPAIR AND ADJUST THE INTAKE AND EXHAUST VALVES OR SCREWS.

21. FOR LIQUID BRAKES: DISASSEMBLE, INSPECT, REPAIR OR REPLACE THE MASTER CYLINDER, WHEEL CYLINDERS, LIQUID DISTRIBUTOR, BRAKE ENHANCER, BRAKE LININGS, BRAKE DRUMS, BRAKE DISCS, SPRINGS, LIQUID HOSES, BRAKE CABLES.

INSPECT AND ADJUST THE RELIEF VALVES.

22. FOR BRAKING SYSTEMS WITH AIR OR LIQUID ASSIST: PERFORM INSPECTION AS DESCRIBED IN ITEMS 20 AND 21 OF THIS ANNEX.

23. REMOVE, INSPECT, ADJUST THE WHEEL RIMS. CLEAN, PAINT THE INSIDE AND OUTSIDE OF THE WHEEL RIMS (IF NECESSARY).

24. INSPECT THE TIRES, INNER TUBES. IF NECESSARY, REPAIR OR REPLACE.

VII. ELECTRICAL SYSTEM

25. INSPECT, REPAIR OR REPLACE: WIRES, ALTERNATOR, STARTER MOTOR, DISTRIBUTOR, BATTERY, CAPACITOR, IGNITION COIL, LIGHTS, HORN, WIPERS, GAUGES, AND OTHER ELECTRICAL DEVICES.

VIII. SUSPENSION SYSTEM

26. REMOVE, INSPECT, REPAIR AND RESTORE THE ELASTICITY AND SHAPE OF THE SPRINGS; SPRING BEARINGS; SPRING PINIONS; SPRING CENTER BOLTS; SPRING ARMS AND QUARTERS.

27. INSPECT THE CYLINDERS, PISTONS, RUBBER BEARINGS AND THE FUNCTION OF THE SHOCK ABSORBERS.

IX. CABIN

28 - REPAIR THE FRAME, SHELL, FLOOR, SUPPORTS, DOORS, SEATS, LOCKS, HINGES, WINDOW RAISE AND LOWER MECHANISMS, MUD FLAPS, ENGINE COVERS.

X. CAR FRAME

29. INSPECT THE LONGITUDINAL AND TRANSVERSE BEAMS, SPRING MOUNTS, SPRING PINIONS, SPRING SUPPORTS, FRONT AND REAR TOWING HOOKS, STEP PLATES, BOLTED OR RIVETED JOINTS. IF CRACKED, BROKEN, OR FRAGMENTED, REPAIR OR RESTORE.

30. INSPECT, STRAIGHTEN THE FRAME (IF NECESSARY), CLEAN AND REPAINT THE ENTIRE FRAME.

XI. TRUCK BODY

31. INSPECT THE LONGITUDINAL AND TRANSVERSE BEAMS, FLOOR PLANKS, SIDES, FRONT AND REAR WALLS, HINGES, ROOF.

XII. PAINTING

32. PAINT OR CLEAN THE ENGINE.

33. APPLY RUST PROOFING TO THE ASSEMBLIES, FRAME, CABIN, AND TRAILER.

34. APPLY UNDERCOAT AND TOPCOAT TO THE FRONT END, CABIN.

XIII. TRAILER LIFTING MECHANISM

38. INSPECT AND REPAIR THE CYLINDERS, PISTONS, RINGS, OIL SEALS OF THE LIFTING MECHANISM.

39. INSPECT AND REPAIR THE TRAILER, BRAKE LOCKING PIN, SAFETY CHAIN PIN.
