On the tasks for 1993
OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM

I. ASSESSMENT OF THE SITUATION IN 1992
The National Assembly agrees with the Government's report on the assessment of the situation in 1992 and unanimously affirms that despite many difficulties and challenges, this is the first time in many years that our country has achieved and surpassed important targets of the State plan. The economy is gradually emerging from crisis, creating momentum to accelerate growth rates higher in 1993 and subsequent years.
A notable feature of 1992 was political stability, production development coupled with inflation reduction; prices did not experience significant fluctuations; national reserves were replenished; foreign economic activities, from import and export to economic cooperation, attracting foreign investment were expanded and initially achieved considerable results.
Cultural, educational, health, and sports fields made some progress. The information, press, publishing, film, and arts systems were initially rectified. Scientific research and technological work contributed to improving productivity, quality, and efficiency of production: alongside the State's efforts in job creation and salary subsidies, there was a proliferation of charitable activities among the people to help each other and movements to eradicate poverty, repay debts, care for families of martyrs, wounded soldiers, and disabled persons. Although the people's living conditions remain difficult, they are generally becoming more stable.
Economic and cultural development in mountainous areas achieved some progress: some specialized crop cultivation zones have been established and are showing positive effects.
National defense and security were consolidated, national sovereignty was protected, political security was maintained, and the quality of armed forces was significantly improved.
Foreign relations were actively, dynamically, and flexibly carried out. They contributed to creating a peaceful and stable environment and favorable international conditions for the construction and protection of the country, enhancing the role and position of our country on the international stage, and contributing to the cause of world peace, independence, democracy, and social progress.
Achieving these results, primarily, is due to the Party's reform policy, which is increasingly affirmed by practical life as correct, appropriate to the people's will and the trend of the times, as reflected through the State's policies and laws. Among them, we have linked political reform with economic reform, such as through the 1992 Constitution, laws on state organizational structure and election of National Assembly representatives for the ninth term. This also includes the results and effects of long-term investments in material and technical infrastructure and the application of new scientific and technological advancements to production...
The National Assembly warmly commends the entire nation's people and combatants of all armed forces who have raised their patriotic spirit, self-reliance, and determination to overcome difficulties and successfully fulfill the 1992 tasks. The National Assembly welcomes the progress in the guidance and management of the Government, sectors, and levels, with close collaboration with the Fatherland Front and people's organizations; and welcomes the positive contributions of overseas Vietnamese patriots to the country.
However, alongside the achievements, our country still faces many difficulties, including: a weak economy, low labor productivity and economic efficiency, weak competitiveness of goods, inadequate infrastructure, underdeveloped domestic market, unstable external markets, large budget deficit, small revenue sources with significant losses, wasteful public expenditure: at times, monetary regulation was not effective. There is no strong policy to encourage the mobilization of substantial resources from the people for development investment, and a favorable environment for various economic components to expand production and business has not been created. Many cultural, educational, and healthcare facilities continue to deteriorate; population control and family planning programs have progressed very slowly. Economic and cultural development in mountainous regions and ethnic minority areas are still weak; the lives of ethnic minorities are still lacking; deforestation, shifting cultivation, and migration have not decreased. Institutional policies and laws are incomplete and inconsistent, law enforcement is not strict and lacks uniformity. Social order and discipline remain lax. Corruption, smuggling, and other social evils are developing seriously.
II. TASKS FOR 1993
In 1993, a year of decisive significance for the five-year State plan from 1991 to 1995, the following basic objectives must be achieved:
Achieve a significant transformation in investment and savings to promote economic development, continue to mitigate the crisis, and create conditions for further development in subsequent years.
Ensure political stability, accelerate the building of a state of the people, by the people, and for the people, with a strong shift towards social order and discipline. Combating corruption, smuggling, and other social evils must make significant progress.
Rectify and develop cultural and social fields.
Maintain independence, sovereignty, territorial integrity, and expand diplomatic relations.
To achieve the above four objectives, the National Assembly agrees with the specific tasks and solutions proposed by the Government, while emphasizing.
1. On the economy: Increase the pace of economic development including agriculture, industry, import and export, tourism, and services, ensuring the budget revenue and expenditure plan. Vigorously mobilize domestic capital and attract foreign investment. Control and reduce inflation, stabilize the value of money. Seek and expand product sales markets.
Domestic product output increases by 7-7.5% compared to 1992
Total industrial output value increases by 8.5-9% compared to 1992
Total agricultural output value increases by 3.5-4% compared to 1992, with a total actual yield of 24.5 million tons.
Export turnover increased by 20%
The inflation rate is below 15% per year
Reduce the development rate by 0.05% compared to 1992.
To implement the above tasks and targets, it is necessary to focus on the following measures:
To ensure steady agricultural production, it is necessary to promptly allocate long-term and stable land to farmers. Actively resolve land disputes; the State will invest in infrastructure construction, implement policies to expand credit and promote agriculture, apply new technological progress; develop agricultural processing industries and domestic consumption markets; continue to reform management mechanisms for agricultural cooperatives.
Reorganize state-owned enterprises, dissolve loss-making enterprises; accelerate pilot shareholding reforms; change ownership forms for enterprises that do not need to maintain state ownership; basically complete debt settlement phase 2. Study and promulgate policies to mobilize non-state economic components.
Review, supplement, and amend policies in basic construction to avoid capital losses in investment preparation, design, and construction phases of state projects. Seek additional foreign loan sources, including joint ventures or full foreign investment for key projects and infrastructure, particularly those important projects mentioned in the Government's report. Pay attention to building the capital city and central cities in regions.
Expand export-import markets and combat smuggling, linked with enhancing the competitiveness of domestic products. Implement policies to strongly attract domestic investment funds: create a favorable environment to strongly attract foreign direct investment.
Continue to reform tax and monetary policies: control inflation; reform the allocation of specific revenue and expenditure items for sectors and localities: stabilize exchange rates; promote the formation of capital markets. Expand credit activities.
2. Regarding social issues: Implement comprehensive population and family planning programs to reduce population growth rates, address employment for workers. Allocate budgets for personnel restructuring and surplus labor in administrative and public service sectors and state-owned enterprises. Gradually strengthen and improve the effectiveness of medical facilities, especially in highland, remote, and former revolutionary base areas.
Expand training and skill improvement for workers. Pay attention to hazardous work environments; find cooperative labor methods with other countries. Continue to implement poverty alleviation policies; implement policies to honor families with meritorious contributions to the revolution. Struggle against and curb social evils that destroy traditional customs and moral degradation, particularly prostitution and drug addiction, gambling.
3. Regarding culture and education: Promote good examples of people and deeds. Foster healthy lifestyles. Criticize and eliminate decadent lifestyles and superstitious customs; restore order in publishing, arts, and journalism. Strictly prohibit the circulation of obscene cultural products.
Urgently implement universal primary education and literacy programs. Develop various types of education; improve teaching and learning quality, address the decline in school facilities, nurture talent, emphasize legal education, and provide conditions for young people to learn trades, find jobs, and have places for entertainment. Combine well between schools, families, and society in educating youth and caring for children. Consolidate and build more ethnic boarding schools in mountainous areas, systematize universities and research institutes to link teaching and learning with scientific research and application in production and daily life.
4. Regarding salary reform: In 1993, implement the new salary system proposed by the Government before the National Assembly to partially overcome the average wage calculation in salary scales; implement salary based on labor results: ensure essential living needs for those receiving salaries... Take appropriate, cautious steps without causing price or budget shocks.
5. Regarding science and technology: Effectively adopt and apply new technologies; protect the ecological environment; rationally exploit natural resources; deepen the development of key scientific fields such as biotechnology, information technology, and electronics to leverage the country's scientific potential. Strengthen scientific research activities, focusing on economic management sciences in a market economy: continue to study and incorporate Ho Chi Minh's thoughts into daily life.
6. Regarding the economy, culture of mountainous areas and ethnic minority regions:
Develop many projects to utilize local resources and attract domestic and foreign investments: increase the budget for infrastructure construction, especially transportation and irrigation, to serve economic and cultural development: create favorable conditions for mountainous areas to shift towards concentrated commodity economies, provide means and conditions for malaria prevention and other social diseases. Stabilize resettlement efforts for a period. Pay attention to resolving issues arising from state construction projects.
7. Regarding national defense and security: Heighten vigilance against peaceful evolution; proactively respond to all situations, thwarting hostile forces' subversive plots and actions. Strengthen the people's war of national defense and mass security, linking national defense and security with the economy and society. Maintain national security and territorial integrity; enhance technical guarantees and other essential requirements for national defense and security; ensure the material and spiritual lives of cadres and soldiers.
8. Regarding foreign affairs: Based on a thorough understanding of the Party's foreign policy, foreign activities need to be vigorously implemented in various fields such as politics, economy, science and technology, culture, education, and information. The State's diplomatic activities, in coordination with people's diplomacy, must promptly seize new opportunities, strengthen and expand relations with countries and international organizations, primarily with Southeast Asian countries and the Asia-Pacific region. Actively contribute to the implementation of economic and social tasks, national security and defense in 1993 and subsequent years, while negotiating peacefully with relevant countries regarding newly emerging issues in our maritime areas, based on protecting the country's sovereignty, territorial integrity on land, at sea, and in the air, contributing to maintaining peace in the region and globally.
9. Regarding anti-corruption and anti-smuggling: This is an extremely important task aimed at preventing a serious social evil that is causing significant harm to our regime and is being condemned by the people. Establishing order and discipline in economic activities: purifying and enhancing the effectiveness of state management requires resolute, thorough, and synchronized mechanisms, policies, and measures to gradually improve the situation and consolidate the people's trust.
The National Assembly entrusts the Government to organize and direct the implementation of resolute measures to combat and prevent corruption, smuggling, and negative phenomena, initially reviewing, amending, and supplementing regulatory documents on management mechanisms, policies, and laws to address weaknesses in economic and social management.
Legal protection agencies must promptly investigate, prosecute, and adjudicate corruption and smuggling cases, especially major cases of public concern, resolutely removing from these agencies individuals with poor moral character and capability, ensuring their true purity and strength.
The National Assembly entrusts the Standing Committee of the National Assembly, People's Councils, Committees of the National Assembly, National Assembly deputies, deputies of all levels of People's Councils, the Vietnam Fatherland Front, mass organizations, and social organizations to develop anti-corruption and anti-smuggling programs within their respective jurisdictions based on their functions, responsibilities, and authorities, while supervising the implementation of this task at all levels and sectors.
10. Regarding leadership and management: Enhancing the State's management and operational capacity during the transition to a market economy is an urgent task. Initially, eliminate inappropriate interventions by state management agencies in business operations: focus leadership on key tasks; properly handle the relationship between economic tasks and other tasks to fundamentally reorganize the national administrative system to ensure state management under the new mechanism. Implement the principle of democratic centralism.
Gradually carry out administrative reform, effectively implement the legislative program, establish a system of state civil service positions and regulations. The administrative apparatus needs to be truly clean, close to the people and grassroots, promptly addressing the people's policy demands, eliminating cumbersome procedures that cause inconvenience, bureaucracy, and detachment from the masses, opposing all manifestations of fragmentation and localism. Further coordinate between the Government, the Vietnam Fatherland Front, mass organizations, and social organizations.
The National Assembly calls upon compatriots, soldiers across the country, and overseas Vietnamese to implement President Ho Chi Minh's words: "Unity, unity, great unity; success, great success."
