ORDINANCE
ESTABLISH NATIONAL HONOR TITLES:
HERO OF LABOR AND
HERO OF THE PEOPLE'S ARMED FORCES
Pursuant to Article 53 of the Constitution of the Democratic Republic of Vietnam;
To recognize the great contributions of the people and the people's armed forces in production, combat, and work;
To promote revolutionary heroism, intensify patriotic emulation movements, build socialism, and defend the country, defeat the US invaders;
The Standing Committee of the National Assembly promulgates:
Article 1. Now establish the following national honor titles:
- Hero of Labor,
- Hero of the People's Armed Forces.
Article 2. The title of Hero of Labor shall be awarded to units or individuals in economic, cultural, social, scientific, technical, and administrative sectors or other citizens who meet the following conditions:
Loyalty to the country and socialism, possessing revolutionary morality, spirit of unity, courageous and creative labor, achieving outstanding achievements in production and work, contributing to the construction of socialism.
Article 3. The title of Hero of the People's Armed Forces shall be awarded to units or individuals in the People's Army and People's Public Security or other citizens who meet the following conditions:
Loyalty to the country and socialism, possessing revolutionary morality, organizational awareness and discipline, spirit of unity, courageous and intelligent combat, achieving outstanding achievements in combat or support services for combat, contributing to the defense of the country and the people.
Article 4. The title of Hero of Labor may be posthumously awarded to those who have sacrificed their lives and met the conditions set forth in Article 2.
The title of Hero of the People's Armed Forces may be posthumously awarded to those who have sacrificed their lives and met the conditions set forth in Article 3.
Article 5. The awarding of the titles of Hero of Labor and Hero of the People's Armed Forces shall be reviewed and decided by the Standing Committee of the National Assembly based on the proposal of the Council of Ministers.
Article 6. Units or individuals awarded the title of Hero of Labor shall be granted the Hero of Labor Medal.
Units or individuals awarded the title of Hero of the People's Armed Forces shall be granted the Hero of the People's Armed Forces Medal.
Article 7. Heroic units and heroic individuals must consistently strive to cultivate revolutionary morality, develop talent, diligence, and humility, study diligently to improve their qualifications in all aspects and continue to progress.
All levels of government and mass organizations have the responsibility to nurture and assist heroic units and heroic individuals, creating conditions for them to fully demonstrate exemplary roles in patriotic emulation movements.
Article 8. Heroic units or heroic individuals who continue to achieve outstanding new accomplishments may again be awarded the title of hero and granted a new hero medal.
Article 9. Units or individuals who have been awarded the title of hero, if they commit serious faults or mistakes that no longer warrant the title, the Standing Committee of the National Assembly will review and decide to revoke the title of hero.
