OF THE MINISTRY OF EDUCATION DECREE NO. 39/TC ON DECEMBER 10, 1969
REGARDING THE RESOLUTION OF TRANSPORT MEANS FOR TEACHERS FROM THE LOWLAND TO WORK IN THE HIGHLANDS
TEACHERS FROM THE LOWLAND ARE SENT TO WORK IN THE HIGHLANDS

The Central Committee of the Party issued Directive No. 169/CT-TW on February 14, 1969 regarding education work for the three years from 1968 to 1970: the directive clearly states that "it is necessary to care for improving working conditions and living conditions and travel for teachers, especially female teachers."

To contribute positively to the development of highland education, the Ministry of Transport issued Circular No. 58/KV-BVT on October 22, 1969 regarding the provision of preferential treatment for purchasing train, bus, and boat tickets without queuing for teachers from the lowlands who go to teach in the highlands.

In order to strictly implement the above circulars and directives, while creating favorable conditions for teachers from the lowlands to work in the highlands, teachers from mountainous provinces moving to work in other mountainous provinces, and mountainous ethnic teachers traveling to factories in southern cities during summer holidays, the Ministry requests the Departments and Offices of Education to actively resolve transportation means for teachers as follows:

1- Each year during summer and winter breaks when holding training courses or needing to concentrate on trips to the south, opening the new school year, the Departments and Offices of Education, particularly those in mountainous areas, must take advantage of specific plans to submit to the Provincial People's Committee and Provincial Party Committee. At the same time, to facilitate the work, first invite relevant departments to disseminate the spirit of Directive No. 169 and the Ministry of Transport's circular, ensuring all levels of departments and the general public understand the policy towards teachers, with everyone supporting and agreeing.

2- The Departments and Offices of Education and County Education Rooms each year must directly discuss with the Departments and Offices of Transport, County Transport Rooms, and transport bases to have the most positive measures. For example: Concentrate on leave trips within a certain period along provincial or county routes using dedicated educational buses; appoint a team leader to gather teachers at specific locations along each route (Hanoi to provinces, provinces to counties) and purchase tickets or charter buses for leave trips according to schedule.

3- The content and spirit of preferential treatment in one year:

- Leave trips (summer or winter).

- Trips to training locations.

- Trips to schools for the start of the new academic year.

- Trips to examination sites or for sightseeing.

4- Necessary procedures to be eligible for preferential treatment:

- Individual orders (or travel permits).

- Introduction letters (a special type different from regular ones) issued by the Ministry, Departments, Offices of Education, universities, and teacher training colleges. On the first page of the introduction letter, stamp a red seal "Developing Highland Education Culture." If accompanying parents, spouse, children, or another person, they also receive preferential treatment but their names, quantities, and relationships with the holder of the introduction letter must be clearly stated.

5- The issuing agencies and holders of introduction letters must be very careful, using them correctly to avoid misuse due to personal connections or poor storage leading to abuse. If discovered, both the agency and the individual will bear full responsibility.

This is one of the policies for teachers working in the highlands, not only solving some of the long-standing difficulties in travel that teachers have faced, but also having significant political implications for the development of highland education. Upon receiving this directive, the Departments and Offices of Education should promptly implement it starting from the 1969-1970 academic year, reporting any difficulties encountered during implementation to the Ministry for further supplementation.
