第67号指令 1958年4月22日
越南民主共和国主席
根据1946年3月22日第33号指令和1946年5月22日第71号指令，规定越南人民军条例；
根据1950年7月11日第121号指令，成立国防部-总司令部；
根据1957年6月3日第017号指令，成立各军区；
鉴于国防部长、总司令的提议，
现发布如下命令：
条1： 命令周惠民同志，原第四军区政委，担任西北方军区政委。
条2： 国防部长、总司令负责执行本指令。
