根据1949年11月19日第254-SL号勒令，在抗日时期组织地方人民政权，
根据1948年1月25日第120-SL号勒令，组建各联区抗敌行政委员会，
根据最高国防委员会的决议，
经政府会议通过，并经常设国会同意后，
发布勒令：
条 1- 现任命黎禄为第四联区抗敌行政委员会委员。
条 2- 最高国防委员会根据本勒令执行。/.
