根据命令第50-SL号于1949年6月18日组织国防部，
根据命令第30-SL号于1946年3月22日和第71-SL号于1946年5月22日组建并稳定越南国家军队的条例，
根据命令第187-SL号于1948年4月25日任命黎廉先生为人民武装总局局长，
根据命令第18-SL号于1947年2月12日任命范文进勇先生为政治总局局长，
遵照国防部长兼越南国家军队总司令的决议，
依照政府委员会的决议，
现发布命令如下：
条1- 现任命黎廉先生，人民武装总局局长兼任政治总局局长职务，代替已调任其他职务的文进勇少将。
条2- 国防部长兼越南国家军队总司令应依照本命令执行。
