交通运输部部长决定
制定越南船舶最低安全配员框架
交通运输部部长
根据1994年3月22日国务院令第22号关于交通部职责、权限和国家管理机构及组织结构的规定；
根据国际海事组织（IMO）于1981年11月19日通过的A-481 (XII)决议关于最低安全配员原则；
根据《中华人民共和国海上交通安全法》（1990年）；
鉴于海事局和法制运输司长的建议，
现决定如下：
条一 本决定制定越南船舶最低安全配员框架及附件“最低安全配员证书”。
条二 海事局负责实施本决定。
条三 本决定自签署之日起十五日后生效。此前与此决定相抵触的规定一律废止。
条四 部办公厅主任、法制运输司长、组织人事劳动司长、海事局局长、船舶检验局局长及越南船东对执行本决定负责。/
