根据1948年11月19日第254-SL号命令，在抗日时期组织地方人民政权；
根据1949年11月4日第150-SL号命令，规定内务部的任务；
根据1949年11月4日第127-SL号命令，将第一联区和第十联区合并为越南北方联区；
鉴于内务部部长的建议；
经政府委员会决议，
现发布命令如下：
条一： 任命原第一联区抗敌行政委员会委员阮 hữu tạo为越南北方联区抗敌行政委员会委员。
条二： 内务部部长负责执行本命令。
