根据1994年3月22日第22/CP号政府法令，规定交通部的任务、权限、国家管理责任及机构设置；

经法制司司长与越南内河航运局局长提议，

现决定如下：

条款一。

本决定附带发布“水路货物运输、装卸、交接和保管规则”。 条款二。

本决定取代交通部与邮政总局于1990年6月12日发布的第1035 QĐ/VT号决定，自签署之日起三十日后生效。 条款三。

部办公厅主任、法制司司长、内河航运局局长、各省交通厅（交通运输与公共工程厅）厅长以及各有关机关和组织负责人对本决定的执行负责。 各位部长办公厅主任、法制司司长（运输）、越南内河航运局局长、各省交通运输厅（交通工程厅）厅长、各机关和组织负责人以及所有相关人员负责执行本决定。
