越南民主共和国主席
根据1948年11月19日第254-SL号指令，在抗日时期组织地方人民政权；
内务部部长建议，
现发布如下指令：
条1： 任命黎中纂为河内抗敌行政委员会委员，代替已获准辞职的阮子程。
条2： 内务部长负责执行本指令。
