根据一九四六年三月二十二日第三十三号命令和一九四六年五月二十二日第七十一号命令，规定越南人民军组织条例；
依据一九五〇年七月十一日第一百二十一号命令，组建国防部—总司令部；
鉴于国防部长的提议，
现发布命令如下：

现成立干部总局，直属国防部—总司令部。
条二
干部总局的具体任务和组织由国防部长规定。

国防部部长—总司令负责执行本命令。
